Overview
Intelligent Waves is seeking a Senior Network Engineer/Architect to provide extensive subject matter expertise to support a large scale operation supporting the Department of War. The contract provides enterprise-wide IT support to enable the organization's IT directorate to consolidate, modernize, and continuously innovate the delivery of IT services and mission capabilities to internal and external partners.
This position supports the operation and maintenance of the current and future network capabilities. Specifically, the position is responsible for determining technical requirements, implementation plans, as well as diagnosing and troubleshooting outages, monitoring networks, infrastructure and systems, and providing proactive mitigation strategies. Additionally, the position will help plan the organization's future, next-generation capabilities.

Responsibilities
Network Operations and Engineering Responsibilities
• Execute Tier 2 and Tier 3 network operations functions to maintain network stability and ensure compliance with DoD security guidance.
• Conduct real-time monitoring of global enterprise networks using DoD-approved tools such as SolarWinds, Cisco Identity Services Engine, and vendor-specific GUIs.
• Develop and enforce operational procedures, incident response workflows, and escalation protocols.
• Serve as the senior technical point of contact during major outages, network events, and cybersecurity incidents.
Configuration, Change Control, and Compliance
• Ensure all network changes adhere to Configuration Management requirements and DoD Change Advisory Board procedures.
• Ensure network compliance with DoD Security Technical Implementation Guidance.
Network Design, Optimization, and Modernization
• Design and implement secure network solutions that consolidate connectivity services within an enterprise service architecture.
• Collect, investigate, and identify network optimization strategies to meet performance and capacity standards.
• Identify legacy service paths such as dataflows, firewall rule sets, and ACLs, and develop future-state designs that balance security, sustainability, and maintainability.

Qualifications
Required Qualifications:
- Active Top Secret / SCI clearance
- Two Certifications required: DoD IAT Level II (e.g. Security+) certification AND a CCNA certification
- STEM Bachelor's degree with minimum 10-12 years of applicable Network Engineer experience. (Additional years of experience accepted in lieu of degree)
- Must have broad, hands-on experience with core IT infrastructure networking, including LAN, WAN, TCP/UDP, Dual Stack IPv4/IPv6, IPSec, VPN, Firewall Micro-segmentation, BGP, OSPF, EVPN, SDWAN, and telecommunications/circuit technologies.
- Must have experience in working with two or more of the following vendor network technologies: Cisco, Juniper, F5, Aruba, Palo Alto, Dell, and Brocade.
- Experience with SD-WAN solutions, with Dell Versa preferred.
- Experience working with AAA servers, specifically Cisco ISE, and endpoint posturing.
- Experience documenting logical or physical designs using drawing tools (e.g. Visio, PowerPoint) to depict systems, subsystems, interfaces, components, and communications of IT applications and infrastructure.
- Experienced and comfortable with conducting technical troubleshooting to resolve Tier 2 & 3 network issues.
- Demonstrated experience in system hardening of network infrastructure to include DoD STIG implementation.
- Demonstrated experience in one or more of the following enterprise network management tools such as SolarWinds, Cisco Catalyst Center, Ansible, Cisco ISE.
- Familiarity with Type 1 encryptors.
Additional Desired Qualifications:
- STEM Master's degree with 10 years of applicable Network Engineering experience.
- CCIE-level knowledge base.
- Demonstrated expertise in designing and improving complex, geographically distributed enterprise networks.
- Demonstrated experience designing and implementing medium to large network infrastructure and producing associated technical documentation.
- Experience with DataCenter Cisco Nexus VXLAN.
- Experience working with automation tools such as Ansible and Python scripting to support Infrastructure as Code.
- Experience creating or executing migration plans to transition circuits, network traffic, services, applications, or data between environments or to commercial cloud providers; or experience planning or executing technology or lifecycle refreshes of network devices.
- Experience providing technical leadership to junior, intermediate, and senior Engineers.
- Must be able to work as part of a team to troubleshoot and resolve complex network issues.
- Experience conducting site surveys or analyzing data collected from site surveys.
- Must be able to present designs and plans to technical leadership personnel and boards for approval.
- Work with information assurance teams to ensure DoD standards compliance and support accreditation artifacts.
- Excellent written and verbal communication skills, including drafting SOPs, technical documentation, and communicating with senior program and customer leadership.
