Overview

Bluehawk is seeking a mid level Collection Operations Manager who shall perform work at designated government-owned factilities at USINDOPACOM HQ Camp H.M. Smith; USINDOPACOM JIOC, Joint Base Pearl Harbor-Hickam, HI; and other military locations on the island of Oahu, HI. Locations also may include OCONUS & CONUS U.S. Government Controlled Facilities within the USINDOPACOM's Area of Responsibility (AOR) or their Joint Detachment (JDET) Offices in Denver, CO; Minneapolis, MN; or Ft. Worth, TX.

Primary work location is Pearl Harbor, Hawaii, however government will determine based on mission requirements.

Responsibilities

  • J2X requires the capability to manage theater Exploitation activities, to include DOMEX, Biometrics, Identity Operations, Sensitive Site Exploitation (SSE), Foreign Materiel Acquisition (FMA), and Collected Exploitable Material (CEM).
  • The contractor shall coordinate USINDOPACOM Service component, Military Service, SOF, and/or U.S. IC Exploitation activities in the Indo-Pacific Theater. Coordination includes ensuring 12X and senior 12 leaders are aware of ongoing and planned exploitation-related activities, drafting and submitting military orders to enable exploitation operations, and staffing exploitation-related infonnation papers to USINDOPACOM 12113, or other senior staff elements for awareness and de-confliction.
  • The contractor shall participate in Joint Staff and USD (I&S) Unified Exploitation (UE) working groups and workshops to ensure USINDOPACOM Exploitation equities are addressed at the national level. Also coordinate with DoD and National exploitation stakeholders including, but not limited to Defense Forensics and Science Center (DFSC), Defense Biometrics and Forensics Agency (DFBA), National Media Exploitation Center (NMEC), and the Joint Foreign Material Program Office (JFMPO).
  • The contractor shall assist J2X develop and implement a Theater Exploitation Strategy. This includes developing a proposed theater exploitation architecture, CEM flow design, and standard operating procedures for exploitation operations.
  • The contractor shall assist 12X in crisis and contingency planning for exploitation. This includes drafting Adaptive Planning and Execution (APEX) planning documents, and participating in OPLAN workshops and Intelligence Planning Team sessions to represent theater exploitation equities.
  • The contractor shall support 12X requirements for exploitation support during USINDOPACOM command exercise planning, scripting, and execution.


Qualifications

  • Demonstrates comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the labor category.
  • Demonstrates ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced. Demonstrates ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.
  • Demonstrates ability to work independently with minimal oversight and direction.
  • Demonstrates ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.
  • Demonstrates ability to develop concise, insightful, and comprehensive products for defense intelligence.
  • Demonstrates ability to lead teams in researching multifaceted or critical problems. Provides guidance in selecting, designing, and applying analytic methodologies. Uses argument evaluation and validated analytic methodologies to challenge differing perspectives.

    Desired Experience:
  • At least 8 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years.

    Desired Education:
  • Bachelor's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.
