Duties
The primary purpose of this position is: The primary purpose of this position is to directly manage, plan, analyze and/or evaluate the effectiveness of the Aviation, Petroleum, Oil and Lubrication (AVPOL) program and provide support in managing the Wing Flying Hour Program.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of management, organization, programs, missions, and functions of the parent military command along with knowledge of analytical and investigative techniques to conduct and analyze requirements and utilizations and/or field installations. Assignments require skill in conducting detailed analyses of complex functions and work processes. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations). Knowledge of pertinent laws, regulations, policies and precedents which affect the use of the assigned programs and related support resources (people, money, or equipment) in the area studied. Projects and studies typically require knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. The primary purpose of this position is: The primary purpose of this position is to directly manage, plan, analyze and/or evaluate the effectiveness of the Aviation, Petroleum, Oil and Lubrication (AVPOL) program and provide support in managing the Wing Flying Hour Program.
- Manages all aspects of the AVPOL and Flying Hour Programs.
- Provides analysis, management, and oversight in the preparation of annual flying hour programs and the monthly flying hour plan, which consists of three sub-plans for 51 C-17 aircraft.
- Plans and carries out projects and programs. Plans, schedules, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting.
- Responsible for accurate accountability and analysis of flying hours reported through Air Force OperationsResource Management System (AFORMS), G081, and AVPOL usage tracked through Fuels Enterprise System(FES). Coordinates AVPOL funding, accounting and policy measures with all levels of command to include HQ AMC,DOD, other Federal Agencies, foreign and commercial vendors.

- Knowledge of procedures and/or regulations governing the AVPOL and Flying Hour programs and activities to analyze, project, plan and manage these programs. Sufficient knowledge of AVPOL and flying hour programs to brief, respond to inquiries, make recommendations and represent the wing at all levels of command and related cross functional agencies.
- Knowledge and skill in applying qualitative and quantitative analytical and evaluative methods and techniques for planning, analyzing, executing and measuring the effectiveness, efficiency, and productivity of O&M and TWCF flying hour and AVPOL programs.
- Knowledge of budgetary, fuel supply, operations and logistics processes and data management related to the AVPOL and Flying Hour programs.
- Ability to create, modify and analyze computer files and sufficient database management knowledge and practices to ensure maintenance of database integrity and accuracy and sufficient knowledge using automation systems and the ability to learn the use of AVPOL and Flying Hour management systems, Fuels Enterprise System (FES), Maintenance Interface System (MIS)/G081, and the Global Decision Support System II (GDSS II).
- Skill and ability to effectively and clearly communicate both verbally and in writing and the ability to develop sound cross-functional relationships, promote teamwork and process improvement. Knowledge of quality management methodology tools and techniques.
