Description
The United States Department of State (the Department), Bureau of Educational and Cultural Affairs, Office of Private Sector Exchange (ECA/EC) has a requirement for a full-time support services staff member as an Information Specialist (e.g., managing Service Now/Case Management System [CMS], Data Analytics, and SharePoint)
PURPOSE
ECA/EC designates and monitors with U.S. organizations to administer the Exchange Visitor Program (EVP), including government agencies, academic institutions, educational and cultural organizations, and corporations. The EVP provides opportunities for approximately 300,000 foreign visitors (i.e., exchange visitors) from 200 countries and territories, per year, to participate in educational and cultural programs in the United States. Specifically, exchange visitors participate in the following 15 program categories: alien physician, au pair, camp counselor, college/university student, intern, professor, researcher, secondary school student, short-term scholar, specialist, summer work travel, teacher, trainee, government visitor and international visitor.
The purpose of the task order is to provide analysis and presentation of data to identify trends affecting programming; oversight of cloud-based database management; technical training, and support for ECA/EC.

DUTIES AND RESPONSIBILITIES
- Interpret data, analyze results using statistical techniques and provide ongoing reports.
- Acquire data from different data sources and correlate, and map data to develop new integrated data sets using business logic.
- Filter and "clean" data, and review reports, printouts, and performance indicators to locate and correct code problems.
- Work closely with management to prioritize business and information needs.
- Serve as the primary point of contact between the organization's database users and the Department's Information Resource Management team.
- Serve as the primary point of contact for all analytical collection and reporting, Service Now, CMS, and SharePoint Requests for Changes.
- Provide Tier 1 Incident Management support to the ECA/EC users.
- Provide training, presentations, and support to ECA/EC users and offer supplemental training and support.
- Collect and communicate the business/technical requirements for users and liaise with the IRM Service Now & Case Management Team to make updates, modifications, and enhancements as necessary.
- Create and manipulate varied analytical reports.
- Create periodic management reports for ECA/EC operations and produce these on a frequency desired by the DAS or ADAS.
- Collect, communicate, and update relevant information on the ECA/EC SharePoint websites on a bi-weekly basis.
- Test system modifications in conjunction with the IRM Service Now & Case Management Team and record defects.
- Manage data exchange between interrelated systems including SEVIS and SharePoint.
- Assist with project scheduling, requirements, research, documentation, and execution.
- Define the organization's user roles and maintain credentials for the organization's staff.
- Develop and update organizational Service Now, CMS, and SharePoint training materials and standard operating procedures (SOPs).

REQUIRED EXPERIENCE/BACKGROUND
- Knowledge of ECA's and ECA/EC's mission, policies, goals, and objectives, and familiarity with ECA's and the EVP's interrelationships with other Department offices, and other United States Government agencies.
- Experience and knowledge of cloud-based database management methods in order to create analytical reports, instructions, enhance, and other materials to assist the office in the analysis of various EVP initiatives.
- Recommend steps to coordinate and provide in-depth analyses of the EVP, including the use of quantitative and qualitative analysis and statistical reporting and projecting future; reporting structure.
- Mastery of software, including the complete Microsoft Office Suite (Word, Excel, Access, Project, PowerPoint, SharePoint), ServiceNow, performance dashboards, and an ability to learn and work with other software.
- Skill in written and oral communications to explain database procedures and policies to a variety of personnel and provide timely, authoritative, diplomatic, and tactful responses to selected inquiries regarding EVP-related issues.
- Bachelor's degree or higher.
- Requires a Secret Security Clearance
