Duties

Summary: The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Force Development Flight activities assigned to the Force Support Squadron. Oversees the education and training programs for both military and civilian personnel assigned to the installation.

Duties:
  • Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
  • Plans, develops, promotes, organizes and directs the base education program. Provides course offerings encompassing goal-oriented instructional programs spanning four levels of learning.
  • Provides and supervises the provision of counseling and testing services to eligible applicants in order to assist students in progressing towards their educational goals.
  • Maintains liaison and meets regularly with the administrators of local education institutions for continuation and establishment of educational programs.
  • Conducts an educational promotion program to encourage acceptance and utilization of the programs by the military and civilian population.
  • Manages all the educational budget resources, not just for the education center, but for the Airman Leadership School and other functions within the flight such as Formal Training, Civilian Training, Enlisted Specialty Training, WAPS Testing, Civilian / Military Awards and Decorations.

  • This is a supervisory position; a one-year supervisory probationary period is required.
  • Must be able and willing to assume a lead/supervisory position.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
  • All federal employees are required to have direct deposit.
  • Must be able to obtain and maintain a secret security clearance.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the Education Services Series 1740.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Applicants must have a Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required. NOTE: You MUST submit a copy of your transcripts.
  • Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
  • Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
  • Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
  • Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
  • Teaching methods: Study of teaching strategies and learning styles of the adult learner.
  • Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
  • Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
  • Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.
  • In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade NH-02, or GS-11 (general schedule), or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of education theories, principles, procedures, and practices of secondary, adult and continuing education, and guidance counseling methods and techniques. Ability to develop new short/long range educational programs, and in installing new or unique programs. Ability to plan, develop, direct, conduct and operate adult education and training programs. Knowledge of the Air Force and Department of Defense instructions and regulations pertaining as installation education services programs. Broad knowledge of Air Force and Department of Defense instructions and regulations pertaining to civilian and formal military training, enlisted specialty training, civilian and military awards and decorations, WAPS testing and military records. Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound decisions. Knowledge of theories, principles and practices relating to supervision and personnel management. Ability to motivate, train and work effectively with diverse groups of people. Ability to develop improvements in and design new work methods and procedures. Ability to use needs assessment techniques and methods to develop criteria and procedures to evaluate academic programs for the base. Broad knowledge of budget, procurement, and travel regulations and procedures to adequately plan, submit, and execute the program budget.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the NH-02 level is required to meet the time-in-grade requirements for the NH-03 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
