As a Program Manager you will be accountable for managing, influencing, and facilitating high-quality deliverables that advance the agency's mission and strategic objectives. This position requires expertise in program management, stakeholder engagement, and the ability to lead cross-functional teams in a complex federal environment. The individual will identify and mitigate risks, secure stakeholder buy-in, and report program progress to senior leadership within both Fearless and our customers.

A successful candidate will operate independently at an advanced level, provide practical and innovative solutions, and translate complex technical and organizational concepts into actionable outcomes. Success will be measured by delivery excellence, customer satisfaction, operational efficiency, and measurable business results such as milestone achievement, cost effectiveness, and sustained customer partnerships.

The Impact You Will Create:

This role will support one of our customers in designing and delivering secure, cloud-based solutions that enhance data interoperability and streamline the exchange of information across enterprise systems. The program focuses on building and modernizing API-driven architectures that enable our customer components and external partners to share data efficiently, reliably, and in compliance with federal security standards. By advancing automation, integration, and DevSecOps practices, Fearless helps our customer strengthen its digital ecosystem, improve scalability, and accelerate the delivery of high-impact healthcare services.

Your Responsibilities in This Role:

Delivery of World Class Services & Customer Intimacy
  • Ensure Fearless positively impacts the customer's mission and the lives of the people it serves by delivering world-class products and services on time and within budget.
  • Serve as the primary interface with the Government Contracting Officer (CO), Contracting Officer's Representative (COR), government management personnel, and customer agency representatives.
  • Formulate and enforce work standards, assign contractor schedules, review work discrepancies, supervise contractor personnel, and communicate organizational policies and goals within a cybersecurity environment.
  • Responsible for overall contract performance and the ability to manage and complete multiple technical tasks across assigned programs.

Influence and Leadership:
  • Build credibility as a subject matter expert and advocate for the organization's strategic direction.
  • Motivate staff and stakeholders to support organizational goals and build consensus among leaders.
  • Oversee project manager assessments and ensure evaluations reflect project contributions aligned with the program's strategic goals.

Building Relationships & Networking
  • Build, engage, and influence strong relationships with customer stakeholders and partner organizations.
  • Regularly update customer and internal leadership on program performance, risks, and milestones through reports and presentations.
  • Advocate for the program within Fearless and with customer to ensure stakeholder buy-in and alignment.

Domain Expertise
  • Lead the strategic planning and execution of large-scale programs, ensuring alignment with customer and Fearless objectives.
  • Apply SAFe Agile program management principles from inception to deployment.
  • Manage and control funds and resources effectively while maintaining compliance with customer contracting and procurement regulations.
  • Provide guidance and direction in technical and organizational tasks, ensuring consistency with customer and federal cybersecurity standards.

Defining Problems and Opportunities
  • Proactively identify program risks and develop mitigation strategies to ensure program continuity.
  • Analyze complex business problems and present actionable solutions to customer and internal leadership.
  • Manage dependencies and resolve conflicts to maintain alignment across multiple vendors and teams.

Budgeting, Executing, Organizing & Planning
  • Oversee execution and delivery of assigned customer programs within scope, timeline, and budget.
  • Work with finance teams to forecast and control costs, ensuring accuracy and accountability.
  • Drive cost optimization initiatives while maintaining performance and quality.

Managing Team Execution
  • Lead, mentor, and support cross-functional teams including engineers, analysts, and project managers.
  • Foster a culture of accountability, collaboration, and continuous improvement.
  • Conduct performance reviews and provide coaching for professional growth.


Work Experience

Skills and Qualifications We Require at Fearless:

  • Minimum of 6 years of relevant experience
  • Bachelor's degree, or equivalent relevant experience demonstrating progressive responsibility in program or project management.
  • Ability to obtain and maintain a public trust clearance
  • Project Management Professional Certification (PMP), and SAFe Agile Certification are preferred

Domain Expertise & Technology Awareness
  • Experience managing complex software projects; healthcare projects preferred.
  • Specialized expertise in SAFe Agile engineering project development from inception to deployment.
  • Demonstrated experience providing direction across multiple subcontractors and third-party vendors.
  • Proven ability to manage and control funds and resources within federal contracting environments.
  • General experience in information systems design and management, and leading large technical teams.
  • Expertise in Agile program delivery, software modernization, and complex system integration.
  • Familiarity with cybersecurity environments and federal IT governance.
  • Prior work with Centers for Medicare and Medicaid Services (CMS)-particularly within the Center for Program Integrity (CPI) and the Data Analytics and Systems Group (DASG)-is highly desirable.

  • Ability to gain customer intimacy and identify opportunities for organic program growth.
  • Strong skills in influencing and collaborating with government customers.
  • Demonstrated ability to create and present information clearly and to answer questions concisely and comprehensively.

Communication, Leadership & Team Management:
  • Excellent written and verbal communication skills, including using data to drive decisions and presenting complex information to senior executives and non-technical audiences.
  • Proven ability to manage, coach, and develop high-performing teams and future leaders focusing on achieving results.
  • Proficient in leading change within teams and projects to adapt to evolving business needs and challenges.

Budgeting, Organizing & Planning
  • Strong financial management skills, including budgeting, cost control, and financial forecasting, with an emphasis on maximizing ROI.
  • Expertise in developing cost estimates and managing budgets in compliance with federal guidelines.
  • Strong ability to manage resources, budgets, and team performance metrics effectively.


Physical Requirements:
  • Ability to sit for extended periods while working on a computer or during meetings.
  • Must be able to travel occasionally to client sites or company meetings.
  • Ability to communicate effectively via phone, email, and in-person, requiring clear speech, listening, and written communication skills.
  • Ability to move within an office environment, including reaching for files, using office equipment, and occasional light lifting (up to 10 pounds).

The salary range for this position is:

Minimum Salary: $128,453

Salary Midpoint: $170,200

Maximum Salary: $211,947

Hiring Range for Role: $128,453 - $150,000

*For part-time roles, the salary will be pro-rated based on the full-time equivalent salary ranges listed above.
