Position Description

Serco is seeking a Senior or Master Military Trainer - Sustainment Subject Matter Expert (SME) / Exercise Planner to support the Joint Staff (JS) J7 Deputy Directorate for Joint Training and Exercises (DDJTE) in delivering Collective Joint Training (CJT) that enhances the operational effectiveness of current and future joint forces. The Sustainment SME Exercise Planner executes complex sustainment-related tasks throughout the Joint Exercise Life Cycle (JELC) and collaborates closely with Combatant Commands, geographic contract Joint Event Support Teams (JESTs), and CJT leadership to ensure realistic sustainment integration into all phases of joint training and exercise design.

This position is contingent upon your ability to maintain and/or transfer your U.S. Department of Defense (DoD) Top Secret security clearance.

Provides expert sustainment design, planning, preparation, and execution support to Combatant Commands, JS J7, and JESTs elements. Supports the implementation of Chairman of the Joints Chiefs of Staff (CJCS) guidance and policy and provides strategic direction and insights based on joint doctrine, best practices, and lessons learned to integrate sustainment solutions into joint and multinational strategic and operational plans through the Joint Commander's Exercise Program. The planner provides the sustainment annex and sustainment cell movement and logistics plans for Multi Combatant Command (CCMD) and CCMD Tier 1 & 2 exercises. Additionally, the planner provides input and expertise in the development of JS exercise requirements across the core sustainment functions (logistics, personnel services, health service support, financial management, supply, maintenance, deployment and distribution, engineering, and operational contract support) to senior leadership.

In this role, you will:
  • Plan, integrate, and execute sustainment operations across all phases of the Joint Exercise Life Cycle (JELC) in alignment with CJCS guidance.
  • Coordinate and synchronize sustainment functions with Combatant Commands staffs to support strategic campaigns, contingency plans, and multinational operations.
  • Design and embed realistic sustainment elements into exercise planning and execution, applying joint doctrine, policy, and lessons learned.
  • Analyze and assess sustainment operations; provide findings and recommendations to senior joint leadership to enhance readiness and unified action.
  • Identify sustainment requirements, develop support concepts, and integrate modeling and simulation data to improve exercise realism and fidelity.
  • Serve as a subject matter expert across sustainment domains including supply, maintenance, deployment/distribution, health services, engineering, contracting, personnel, and logistics services.
  • Conduct sustainment-focused seminars, working groups, and training events, and contribute to MSEL and scenario development supporting joint training objectives.
  • Maintain a comprehensive understanding of joint doctrine and logistics capabilities, ensuring sustainment effectively supports theater-level strategy and cross-domain operations.


Qualifications

Basic Qualifications for a Senior Military Trainer - Sustainment SME / Exercise Planner:
  • A U.S. citizenship.
  • An active DoD Top Secret / SCI clearance.
  • One of the following:
    • A school diploma or GED with 7+ years of professional or military leadership experience,
    • or a Bachelor's degree with 3+ years of professional or military leadership experience,
    • or a Master's degree with 1+ year of professional or military leadership experience.
  • A minimum 1 year of experience as a commissioned officer, non-commissioned officer, or DoD civilian equivalent.
  • Must be willing and able to travel CONUS and OCONUS (up to 35%) and work on-site in Suffolk, Virginia.
  • Must possess or be able to obtain a U.S. Passport and work on-site in Suffolk, Virginia.


Basic Qualifications for Master Principal Military Trainer - Sustainment SME / Exercise Planner:
  • U.S. citizenship.
  • An active DoD Secret clearance (Top Secret preferred).
  • One of the following:
    • A High school diploma or GED with 10 years of leadership experience,
    • or a Bachelor's degree with 6 years of leadership experience,
    • or a Master's degree with 4 years of leadership experience.
  • A minimum 3 years of experience as a commissioned officer, non-commissioned officer, or DoD civilian equivalent.
  • Willing and able to travel CONUS / OCONUS (up to 35%) and work on-site in Suffolk, Virginia.


Preferred Qualifications
  • Combatant Command or Joint Staff sustainment staff experience.
  • Experience in a logistics or sustainment simulation model.
  • Knowledge of Joint Operation Planning and Execution System (JOPES), Joint Planning and Execution System, and global force flow management.
  • Joint Forces Staff College or Service equivalent (JPME Phase I / II).
  • Experience with MSEL development, joint training scenarios, and exercise design.
  • Experience collaborating with senior military and government personnel.
