The EPA IT Program Manager serves as the senior leader responsible for the overall management, execution, and delivery of complex IT support service programs in support of the Environmental Protection Agency's (EPA) mission. This position oversees all aspects of program performance, including financial management, technical operations, personnel administration, and contract compliance. Acting as the primary point of contact for EPA Regional IT leadership, the Program Manager ensures the seamless integration of contractor services with EPA's strategic goals, operational requirements, and federal IT standards.
This role requires a seasoned professional with deep experience managing large-scale IT service programs within the federal environment. The Program Manager provides proactive leadership across multidisciplinary teams, ensuring on-time, high-quality deliverables while maintaining strict adherence to EPA processes, security mandates, and performance metrics. The ideal candidate combines strategic vision with hands-on oversight, driving continuous improvement, risk mitigation, and customer satisfaction across all facets of IT service delivery.
Compensation & Benefits:
Estimated Starting Salary Range for EPA IT Program Manager: $180-$200k
Pay commensurate with experience.

EPA IT Program Manager Responsibilities Include:
- Responsible for day-to-day oversight and management of the contract. Leads financial, technical, administrative, and personnel program activities to meet all contractual obligations in adherence to the EPA 's processes, procedures, and directives.
- Serves as the primary point of contact (POC) to the EPA Regional IT leadership. Serves as primary escalation and point of contact (POC) for service activities.
- Oversees cross-project planning for contractor resources, scheduling, milestones, and deliverables for on-time submission of contract deliverables. Identifies, assesses, and resolves complex business issues and risks and facilitates resolution and risk mitigation.
- Manages contractor resources, scheduling, and training to maintain contractual performance obligations and ensure relevancy of staff. Participates in all contract level meetings with the EPA and directing and coordinating changes, concerns and/or updates to support contract management.
- Ensures back-office support to properly process invoicing.
- Ensures adherence to the processes, procedures, standards, and policies by SP team personnel.
- Oversees personnel security clearance requirements and manages performance assessments and evaluations.
- Provides oversight and governance for all service activities. Collaborates with EPA Regional IT leadership team to prioritize innovations and improvements, share survey results, and provide customer feedback on services portfolio. The Program Manager shall have full authority to act on behalf of the SP on all award matters relating to daily operation.

EPA IT Program Manager Experience, Education, Skills, Abilities requested:
- Bachelor's degree in business administration, business management, information systems, information technology, engineering, or equivalent experience
- A program management certification from an industry recognized certification authority such as Project Management Institute (PMI) ITIL v3 and/or ITIL 4 Foundation to align with the latest version of DESMF iii. Certified TBM Executive (CTBME)
- 10 years of experience managing IT Support Service Programs with similar scope and complexity
- Demonstrated experience managing teams of IT professionals supporting a large AO
- Demonstrated experience interfacing with customer senior leadership
- Familiarity with Federal IT security requirements.
