  • Organizes and directs the activities of the branch. Incumbent performs the full range of supervisory duties, managing a staff of subordinates, planning work to be accomplished, setting priorities and scheduling work to be completed.
  • Serves as a technical authority with the understanding to perform or analyze qualitative and quantitative analysis in efforts to assess and improve project implementation and its effectiveness.
  • Performs Program Management functions by approving information technology process requirements, reviewing and approving costs, developing technical specifications, and monitoring work in progress to ensure mission critical needs are met.
  • Directs, coordinates, and/or oversees work performed by assigned personnel including information technology architecture, infrastructure design, and systems integration of resources to execute delivery of DISA services.

Qualifications

Basic Requirements: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.
  • Attention to Detail - Experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
  • Customer Service-Developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs
  • Oral Communication-Briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience
  • Problem Solving-Identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.
Qualifying Experience:
To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Managing a staff of subordinates and planning work to be accomplished while performing the full range of supervisory duties, including performing or analyzing qualitative and quantitative analysis in efforts to improve programs, project implementation and its effectiveness; in addition to IT related experience demonstrating Attention to Detail, Customer Service, Oral Communication, and Problem Solving as described in the vacancy announcement.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Program Management Advanced: Selectee must have their Program Management Advanced Certification (or be eligible for certification within 48 months of appointment) in the DAWIA Program Management Functional Area. Acquisition workforce employees must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. If certification is not received within 48 months of appointment as defined by DAWIA, and training not completed within the established guidelines, the incumbent might be removed from this position. Critical Acquisition Position: (Typically only used for the Director of Contract Services position) This is a Critical Acquisition Position (CAP). Selectee must be a member of the DoD Acquisition corps, or eligible for Acquisition corps membership at the time of the appointment in accordance with the Defense Acquisition Workforce Improvement Act (DAWIA) and DoD 5000.52M or have been granted a waiver. Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.

  • This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
  • If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
  • This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
  • A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
  • This position is subject to completion of 1 year probationary period for assignment to a supervisory position.
  • Telework availability will be based upon the mission requirements and supervisory determination.
  • Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
  • This is a covered position and the person selected for this position must complete an OGE Form 450, Confidential Financial Disclosure Report within 30 days of appointment pursuant to 5 CFR 2634.903(b) (DoD 5500.7).
