Overview

The Foreign Military Sales (FMS) New Business/Pre LOA Program Integrator (PI) will serve as an FMS programs Subject Matter Expert, assisting the Program Management Office (PMO) Uncrewed Aircraft Systems (UAS) International Project Office (IPO). Serve as the manager of the UAS PMO IPO FMS New Business/FMS Pre LOA Programs. The FMS New Business/Pre LOA PI shall be responsible for all initial communications with the FMS customer and recurring communications with the U.S. Army Security Assistance Enterprise to and provide overall planning for the execution of the Total Package Support in response to designated FMS countries.

Responsibilities

The PI shall be co-located with the UAS PMO IPO, report to the UAS PMO IPO Deputy Director, and perform the following duties:

  • Be responsible for all FMS New Business/Pre LOA program activities on behalf of the UAS PMO IPO; Plan the PM UAS-managed lines and services for their FMS cases, including schedule, cost, and quality performance; Plan, execute and manage the transition from Pre LOR to new case development in support of the production and sustainment of various Uncrewed Aircraft Systems (UAS).
  • Plan, advise, coordinate, execute, communicate, and control PM UAS managed lines on FMS cases through all phases of the case life cycle and development of the program schedule; Perform program management responsibilities to lead to contract awards, manage cost, schedule, performance, quality, risk, etc. and perform change management, as required; Prepare and execute case management plans to ensure case objectives are achieved; Recommend changes to the case baseline (cost, schedule, etc.); Assist in development of "planning cases" as needed to present options to FMS customers; Act as UAS PMO IPO Lead for PM UAS-managed pre- and post-LOA activities; Perform as the Risk Manager for the assigned FMS cases by recommending preventive actions in advance of anticipated problems; Identify Funding Requirements.
  • Provide technical and programmatic assistance to Production and Sustainment programs PIs.
  • Gather pre-LOA resource estimates, including resources external to UAS PMO IPO; Conducts technical evaluations of LORs for adequacy and provide responses.
  • Plan, prepare, and execute Program Management Reviews, Working Group Meetings, In-Process Reviews; Participate in site surveys to assist FMS customers in developing requirements; Prepare reports and present technical and programmatic briefings to both U.S. Government officials and supported FMS partners as required; Participate in special UAS PMO IPO study groups and internal/external Integrated Product Teams (IPTs), as required.
  • Directly interfaces and coordinate with various external agencies within the Army Security Assistance Enterprise including DASA DE&C, DSCA, ODCs, OMCs, and various LCMCs and OEMs.
  • Other duties as assigned.


Qualifications

Required Skills/Abilities:
  • BS degree.
  • Excellent verbal and written communication skills.
  • Ability to communicate with and brief senior U.S. and Foreign Partner officials.
  • Proficient in use of computers, computer peripherals, and the use of various word-processing software including the Microsoft Office suite.
  • Ability to manage time and prioritize tasks.
  • Ability to work with minimal supervision.
  • Must be able to obtain a U.S. Passport and travel both CONUS and OCONUS.
  • Prior experience supporting FMS programs.
  • Ability to obtain and maintain a DoD security clearance.
  • U.S. Citizenship is required.
  • Travel Requirements (CONUS and OCONUS) up to 25%.

  • Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus.
  • Regular i3 hours are 8:00 a.m. - 5:00 p.m. Monday-Friday, however, additional hours may be required on occasion. Regular and punctual attendance is required.
