DESCRIPTION OF RESPONSIBILITIES:
- Provide a full-scale Project Plan and associated documents for deliverables that support the organizational goals in direct collaboration with Government program leads, senior management, stakeholders, and executive leadership.
- Define project criteria for Government approval by Government program leads, senior management, stakeholders, and executive leadership for dissemination to involved parties throughout project life cycle.
- Identify and manage project dependencies and critical path and assess potential risks.
- Liaise with project stakeholders on an ongoing basis for proactively managing project scope, identifying potential crises, and contingency planning.
- Oversee and direct the contract personnel team. Responsibilities include but are not limited to overall program governance and direction, implementing course corrections, project monitoring, control, team integration, change integration, and corrective action as needed.
- Develop, review and update the Master Project Plan. Document how the project will be executed, monitored and controlled. Define the managerial, technical, and supporting processes and activities necessary for sound project development. Cover topics such as Scope Management, Schedule Management, Quality Management, Resource Management, Communications Management, Project Change Management, Risk Management, and Procurement Management.
- Provide record compliance and other record lifecycle material applicable to existing Federal record policy and legislation, in accordance with the DoD Administrative Instruction 15 and other federal record requirements such as DoD, General Services Administration (GSA) and National Archives and Records Administration (NARA).
- Provide monthly reports outlining work performed in support of this contract during the previous month, identifying issues or areas of concern, status of staffing actions, and project status. Provide a quarterly In Progress Review (IPR) meeting for Government stakeholders outlining performance metrics, status of projects, staffing, issues or areas of concern, and review of the full-scale Project Plan. Government invitees to the IPR will include the Government Program Lead(s), the COR, senior management,
- stakeholders, and executive leadership.
- Operate and manage this program end-to-end, including providing quality control and performance monitoring and reporting.
- Ensure the continued alignment of WHS policy with SPD requirements and customer demand.
- Provide on-site management staff with full company authority to oversee the assigned resources and enable rapid resolution of day-to-day service delivery issues.
- Maintain continuity between the support operations at the Pentagon and related facilities.
- Participate in authorized on-site meetings; prepare and present written and oral briefings on progress of work, prepare white papers, draft meeting minutes, and responses as requested by the Government.
- Develop and implement a monthly Program Management Review (PMR) to provide reports to the Government on contract performance including, but not limited to, performance measures demonstrating performance to established service levels, hours expended, risks and mitigations, major accomplishments, shortfalls and future activities.
REQUIRED DEGREE/EDUCATION/CERTIFICATIONS:
- Must have Master's Degree or above.
- Must have a Project Management Institute (PMI) Project Management Professional (PMP) Certification or Equivalent.
REQUIRED SKILLS AND EXPERIENCE:
- Minimum of 20 years of program management experience with demonstrated experience in a supervisory capacity for highly effective support in planning, developing, integrating, and executing major research, engineering, and development efforts, and technology development programs for defense agencies with extensive and diversified requirements.
REQUIRED CITIZENSHIP AND CLEARANCE:
- Must be U.S. Citizen
- Must have an Active Secret clearance
