ECS is seeking a passionate and driven Data Scientist to support DHS' Data Services Branch, under the Office of the Chief Information Officer. DSB provides innovative and complex data analytics services and platforms to users.
As a Data Scientist, you will be driven by an interest in solving complex business and immigration problems through data exploration and analysis. Candidates must be passionate about using rich and unique data sets to directly affect immigration policy and decisions at the highest level. You must be highly analytically minded, have a robust technical tool kit, and experience with designing data analytic and visual strategies including solution architecture. The Data Scientist will be responsible for designing strategy to consistently unify, curate, and secure data, as well as, test, implement, and evaluate code and strategy. They will work with federal stakeholders to support the development of processes and technologies that solve immigration problems.
The Data Scientist should be an expert in statistics and mathematical methods to solve these problems. The models they support will drive innovative solutions that bring value and direction to DHS situations. Candidates will be able to thoroughly define and test a problem statement that ensures data and analytics quality, traceability, and ease to scale program. The ideal candidate will be a self-starter who is comfortable working in a highly visible, client-facing role and will have experience with entity resolution, data cleaning, and various methods for identifying/merging duplicate or related records across disparate sources.

Responsibilities:
- Designing, implementing, and optimizing advanced matching and linking algorithms to assign IDs to large, processed datasets.
- Testing and evaluating matching models using various techniques (statistical, machine learning).
- Collaborate with stakeholders to understand business requirements and translate them into data science solutions.
- Document methodologies, models, and decisions to support reproducibility and knowledge transfer to federal stakeholders.
- Ad hoc data engineering support tasks as required.
Salary Range: $130,000-$140,000
Required Skills
- US citizenship and ability to obtain a Public Trust Clearance
- Bachelor's Degree in an IT discipline
- 7+ years of IT experience including experience in design, analysis, and implementation of large-scale, complex data architectures.
- Quantitative analysis including experience with SQL or statistical/mathematical software (e.g., R, SAS, Stata).
- Strong Python skills.
- Strong understanding of entity resolution techniques.
- Experience with conceptualization and implementation of statistical and machine learning models (multivariate regression, classification, time series analysis, clustering, graph models, etc.).
- Perform secondary data review and exploratory data analysis to clearly report findings regarding usability and quality of existing data resources to provide new insights.
- Maker mindset, coachable, and have an urge to learn/master new technologies and fields.
- Strong ability to communicate with multiple stakeholders to build relationship and provide guidance.
- Ability to work with data engineers and other technical staff for the purpose of managing structured, unstructured, and semi-structured data and applying data cleaning, data imputation and feature engineering methods prior to developing models.
- Ability to advise others on correct statistical design, analysis, model selection, and validation.
- Demonstrated background in assisting in the preparation of documents (e.g., briefings and reports on the design, including graphs that clearly present findings from analyses).
- Knowledgeable in a breadth of statistical computer languages to manipulate data and draw insights from large data sets.
- Excellent communication skills and ability to explain technical concepts to non-technical stakeholers.
- Previous experience using Snowflake.
- Master's Degree
- Experience with DHS and knowledge of DHS standards a plus.
- Demonstrated ability to adequately plan and meet delivery objectives and maintain adequate service levels in a highly dynamic, complex environments.
- Experience doing rigorous research with lengthy, arduous requirements for completion and publication.
- Experience working in AWS and/or using AWS/Azure data services such as SageMaker.
- Experience working in Agile environment leveraging advanced design best practices.
