Description
Leadership & Strategy
- Lead and mature the Enterprise Cloud Services organization, setting the vision and roadmap for multi-cloud service delivery, optimization, and governance.
- Partner with senior leadership to define and execute cloud adoption, migration, and modernization strategies across AWS, Azure, and on-premises platforms.
- Serve as a thought leader for enterprise cloud architecture, FinOps, and DevSecOps, cloud governance and best practices within the broader IT ecosystem.
- Develop, communicate, and maintain service roadmaps, ensuring alignment with enterprise goals and customer mission priorities.
- Represent the cloud program in executive briefings, technical governance boards, and inter-agency coordination meetings.
Operational Management
- Manage and optimize multi-tenant environments, including account structure, landing zones, networking, identity, automation, and monitoring frameworks.
- Establish and enforce governance, tagging, and cost-management policies to support FinOps transparency and cost optimization.
- Drive continuous improvement initiatives in automation, self-service capabilities, and monitoring/observability solutions (e.g., Datadog, Splunk, Cribl).
- Ensure effective incident response, change control, and configuration management processes.
Team Leadership & Development
- Lead a team of cloud managers, engineers, and specialists—fostering a culture of technical excellence, innovation, and accountability.
- Define roles, responsibilities, and career paths within the Cloud Services organization; provide mentoring and skill development.
- Collaborate across IT and cybersecurity teams to ensure cohesive service delivery and operational synergy across the enterprise.
Program Delivery & Stakeholder Engagement
- Oversee large, multi-cloud project portfolios from concept to delivery—balancing scope, cost, and risk.
- Serve as the primary liaison between technical teams, government leadership, and third-party partners.
- Produce executive-level dashboards, reports, and performance metrics to demonstrate program value and progress.
- Manage vendor relationships and contract performance related to cloud infrastructure and managed services.
Qualifications
Required
- Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field (or equivalent experience).
- 10+ years of progressive IT experience with at least 5 years in cloud management or architecture leadership.
- Proven experience managing multi-cloud environments (AWS and Azure) in an enterprise or government setting.
- Deep understanding of cloud architecture, networking, security, automation, and compliance frameworks (e.g., FedRAMP, NIST 800-53).
- Demonstrated success leading cross-functional teams and managing multi-million-dollar cloud programs.
- Hands-on experience with Infrastructure as Code (IaC) tools (Terraform, CloudFormation, Bicep), CI/CD pipelines, and automation frameworks.
- Strong knowledge of FinOps principles and cost optimization techniques.
- Excellent communication skills with the ability to articulate technical and strategic concepts to executive and non-technical audiences.
- Ability to obtain and maintain a Public Trust clearance
- All candidates supporting this project must have lived in the United States at least three (3) out of the last five (5) years prior in order to be considered.
Preferred
- Master’s degree in a related field or MBA with a focus on technology management.
- Certifications such as AWS Solutions Architect Professional, Azure Solutions Architect Expert, CISSP, or CCSP.
- Experience in federal contracting environments, especially within HHS, CMS, or other civilian agencies.
- Familiarity with ITIL, Agile, and DevSecOps methodologies.
- Prior experience in establishing Cloud Centers of Excellence (CCoE) or enterprise-level governance frameworks.
