MTSI is seeking a Price/Cost Estimator SME at Wright-Patterson AFB, Ohio. The successful candidate will provide acquisition pricing and cost estimating support for new and ongoing projects being executed by our customers. The successful candidate must be proficient in a full range of contract price/cost analysis functions on complex, high-dollar cases, including initiatives equivalent to ACAT I, IA, and II programs. The Price/Cost Estimator will be responsible for pre-award and post-award functions involving highly complex and specialized procurements and life cycle costing of significant importance to the U.S. Air Force. The Price/Cost Estimator will also provide comprehensive cost estimating services, including but not limited to data collection and analysis, cost model development, estimate preparation/documentation, and presentation of findings. A warrant is not required for this position.
Responsibilities:
• Gather and analyze historical cost data, technical specifications, and engineering drawings, vendor quotes, and other relevant information to develop accurate cost estimates.
• Identify and assess risks and uncertainties that may impact project costs.
• Develop and maintain cost models using various techniques, such as parametric estimating, analogous estimating, and bottom-up estimating.
• Ensure cost-models are accurate, reliable, and compliant with industry's best practices and organizational standards.
• Prepare detailed cost estimates for all phases of projects, including planning, design, construction, and operation.
• Develop cost breakdowns that clearly identify all cost elements, assumptions, and uncertainties
• Develop and maintain a basis of estimate (BOE) document that supports all cost estimates.
• Analyze and evaluate cost and pricing data to determine reasonableness for major acquisitions with limited precedent data available.
• Review requisition packages for adequacy and compliance with administrative, regulatory and procedural requirements and consistency with current market practices and conditions.
• Support PCO and IPT during negotiations with contractors and function as the Pricer/Cost Estimator SME throughout the acquisition process.
• Support negotiations and assist in preparing contract modifications and supporting documents for all contract actions.
• Draft contract documentation and supporting documents for all contract actions.
• Serves as a business advisor providing advice and guidance, ensuring all business aspects of the acquisition are considered, including risk and incentivization.
• Provide business advice to and/or other DoD organizations/services in all price/cost matters to enable effective integration of total effort in keeping with program objectives.
• Identify and analyze cost variances and recommend corrective actions.
• Determine appropriate recommendations for unresolved or questionable problems and perform follow-up actions.
• Provide authoritative recommendations to agency senior leaders and/or other DOD organizations/services in all price/cost matters to enable effective integration of total effort in keeping program objectives.
• Effectively communicate, verbally and in writing, to coordinate work and keep chain-of-command, coworkers, and customers informed of work-related issues, developments, and statuses.
• Coordinate with various levels of functional representatives to ensure the outcome of the product or service fully reflects mission and organizational goals.
• Advise high-level managers within the AF, as well as OSD, of procurement program issues, policies, and trends.
• Demonstrate skilled critical thinking in identifying, analyzing, and solving highly complex issues.

• Work should be efficient and of acceptable quality. Cost estimates shall be prepared and delivered in a timely manner to support project decision-making
• Contributed results will meet or exceed expectations and contribute to the success of the organization in exceeding its mission goals and objectives.

• The Price/Cost Estimator will contribute results, even in the face of obstacles, that will contribute to the success of the organization.
• All cost estimates and contract price negotiation memorandums shall be thoroughly documented, including data sources, methodologies, and assumptions.
• Where results are substantially above what was expected in the face of extremely difficult obstacles, it will contribute to the extraordinary success of the organization in exceeding its mission goals and objectives.

Qualifications:
• Possess a minimum of 20 years of relevant Department of Defense (DoD) work experience
• Possess a master's degree in a field relevant to the functional area
• Experience must be in a field relevant to the functional area
• U.S. Citizenship is required for this position, due to contract requirements
• Must possess a Top-Secret Security Clearance. Duties will require unescorted entry and work within classified SAP and SCI facilities.
• Prefer to have 12 months or more of experience in an SAP environment within the last 5 years
• Position will support 100% on-site, customer locations
