Position Description (PD) for Tanzu/DSO Subject Matter Expert (SME)
Position Title: Tanzu/Containerization/CSO Subject Matter Expert (SME)
Status: Permanent/Full-Time
Location: On-site (Austin, TX)
Scope of Work: The role will support the Cloud Engineering, Transition, and Modernization Support Services (CETM) for Naval Information Warfare Center Atlantic (NIWC Atlantic) in support of the Enterprise Engineering and Integration Services (E2IS) Integrated Product Team (IPT). The scope of work includes application analysis, security requirements analysis, documentation, virtualization, modernization, technical engineering, migration scheduling, business process reengineering, data preparation, migration planning, interface transition planning, training on Cloud Service Offerings (CSO) environment, service transition planning, cutover planning, back out planning, and go-live support. This support also requires associated transition and/or modernization support services to migrate legacy systems from their current hosting environments. This position also serves as the liaison role for the IPT to the Marine Corps Software Factory in Austin, TX in support of CETM/MCBOSS development for the Marine Corps.
The ideal candidate for this position will have experience with DevSecOps software development approach and the Cloud Foundry open-source platform for application development. Additionally, this Tanzu/Containerization SME must effectively employ the five C’s: communication, collaboration, core competencies, and character.
Duties & Responsibilities:
• Act as the primary on-site liaison for the CETM/MCBOSS team to the United States Marine Corps Software Factory in Austin, Texas.
• Provide expertise for containerization and the Broadcom Tanzu Platform for Cloud Foundry product to support deployment, operation, and maintenance activities
• Experience developing, operating, and maintaining Continuous Integration / Continuous Delivery (CI/CD) pipelines using Concourse

Requirements/Experience
Education: Master’s or Bachelor’s degree in quantitative field such as engineering or mathematics (e.g. Electrical Engineering, Computer Engineering, Computer Science, Information Technology, or Information Systems)
Experience: Ten (10) years with Masters or fourteen (14) with Bachelors degree of professional experience with research, design, and development of computer and network software or specialized utility programs which may include database maintenance within an application area. Also shall have experience applying programming concepts in a professional or academic setting and notable experience with applying modern software development methodologies (Agile, DEVSECOPS) in a professional or academic setting. Designing public/private/and hybrid Cloud-based system deployments and system transitions. Architecting and planning migrations to commercial cloud service providers such as Amazon Web Services (AWS), Microsoft Azure, and Office 365, Google Cloud Platform, or similar cloud platforms. Prior experience as a technical stand-alone SME.
Specific Experience:
• Work with end users and application experts to elicit requirements for designing and deploying scalable, highly available, and fault tolerant systems in cloud based systems.
• Lift and shift planning for an existing on-premises application to cloud based systems
• Ingress and egress planning for data migration to and from cloud-based systems
• Selecting the appropriate cloud service based on data, computer, database, or security requirements
• Integration with on-premises enterprise networks and systems
• Identifying appropriate use of cloud architectural best practices
• Estimating cloud costs and identifying cost control mechanisms
• Providing advice and recommendations to the Government IPT leadership, Government and contractor Project leadership, and technical members of the team performing design and architecture
• Providing technical clarity and direction to Cloud IaaS, PaaS, and SaaS Consultants
• Participate in reviews of final work products for correctness and adherence to design concepts
Required Certifications and Clearance:
• Agile Developer
• Certified Scrum Developer (or higher)
• SECRET clearance, with Tier 5 investigation (due to Privileged Access requirement)
