Zachary Piper Solutions is seeking a Technical Project Manager to join a leading federal health IT solutions provider located in Rockville, MD for a hybrid, 3 days/week onsite role. The Technical Project Manager will lead teams, manage client relationships, oversee contract execution and subcontractors, drive strategic initiatives, foster innovation, and support proposal and capture activities. The ideal candidate will have a proven record of delivering high-impact technical solutions on time and within budget using Agile methodologies, collaborating effectively with cross-functional teams, stakeholders, and customers to ensure seamless execution.

Responsibilities of the Technical Project Manager :
- Lead cross-functional project teams to deliver complex initiatives by leveraging strategic judgment, negotiation, and influence across global stakeholders, while driving innovation and removing delivery roadblocks.
- Oversee full project lifecycle management, including planning, budgeting, scheduling, and execution, ensuring alignment with contractual obligations, KPIs, and service level agreements.
- Maintain strong customer and contractor relationships, consulting on task plans and deliverables to ensure technical and financial compliance and successful project outcomes.
- Drive operational excellence and compliance, managing organizational policies, performance feedback, and continuous improvement through collaboration with internal support divisions.
- Provide executive-level reporting and oversight, preparing realistic project estimates and progress reports, while supporting business development and resource allocation.
Qualifications for the Technical Project Manager:
- 15 years of program management experience for comparable Infrastructure, Network and Security Services programs with performance incentives/disincentives tied to Service Level Agreements.
- 10 years of specialized experience in project development from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity.
- Experience managing subcontractors including development of SOWs and financial oversight.
- Certified PMP (Active certification required).
- Bachelor's degree in Computer Science, Information Systems, or Engineering.
- Eligibility to obtain a Public Trust Clearance for Level 5.
Compensation for the Technical Project Manager:
- Salary Range: $200,000-$215,000 *depending on experience*
