The Salesforce Technical Program Manager will lead the delivery of innovative, secure, and scalable Salesforce solutions that directly support the mission of U.S. Customs and Border Protection (CBP). This role provides program-level leadership and governance for CBP's Salesforce Center of Innovation (CoI), enabling the development and sustainment of enterprise-wide Salesforce applications. The Technical Program Manager will coordinate cross-functional agile teams, manage multiple integrators, and ensure seamless collaboration across development, architecture, release management, and operations to advance CBP's modernization and "Cloud First" objectives.

DUTIES AND RESPONSIBILITIES:

• Lead all aspects of Salesforce program planning, execution, and delivery across CBP's Salesforce ecosystem.

• Coordinate and oversee complex Salesforce projects supporting governance, release management, and platform enhancements.

• Develop and manage project plans, schedules, and deliverables in alignment with CBP's Agile program management framework.

• Engage directly with senior CBP stakeholders to communicate progress, risks, issues, and recommended mitigations.

• Facilitate effective collaboration among development, architecture, and release management teams.

• Manage agile ceremonies (daily scrums, sprint reviews, retrospectives) to ensure alignment and productivity.

• Support transition-in and transition-out planning to ensure continuity of operations with no service disruption.

• Oversee the development and maintenance of technical documentation, dashboards, and performance metrics.

• Ensure compliance with federal security standards including FISMA, FedRAMP, and CBP's Information Systems Security policies.

• Drive continuous improvement in delivery processes and adoption of emerging Salesforce tools and capabilities.

KNOWLEDGE AND SKILLS REQUIRED:

• Minimum of eight (8) years of experience, with at least five (5) years leading complex technical programs, preferably involving Salesforce or large-scale enterprise solutions.

• Proven ability to manage cross-functional agile teams and oversee the full system development lifecycle (SDLC).

• Strong leadership and communication skills with the ability to engage effectively at all organizational levels, including senior executives.

• Expertise in Agile program and project management, backlog management, and stakeholder communication.

• Demonstrated success in delivering production-ready solutions and migrating legacy applications to modern cloud platforms.

• Ability to manage multiple concurrent workstreams and coordinate across government and integrator teams.

KNOWLEDGE AND SKILLS DESIRED:

• Experience within the Department of Homeland Security (DHS) or U.S. Customs and Border Protection (CBP) IT environments.

• Experience with Salesforce governance, release management, DevSecOps, and enterprise environment management.

• Experience with Atlassian tools (JIRA, Confluence) and ServiceNow Change Request (CR) processes.

• Project Management Professional (PMP) or Program Management Professional (PgMP) certification preferred.

• Agile certification (e.g., Certified ScrumMaster, SAFe Agilist) is a plus.

EDUCATION:

• Bachelor's degree in Information Technology, Computer Science, Business Administration, or related field, or equivalent experience.

CLEARANCE:

• Must be able to obtain and maintain a CBP Background Investigation (BI) clearance.

• Remote
