Lockheed Martin seeks an experienced contracts professional to lead the development, implementation, and execution of contracts management strategies for the Under Sea Warfare (USW) sub market within the C6ISR business unit. The role oversees a portfolio that includes both international contracts and U.S. Government (FAR/DFARS) agreements. Success hinges on expert contract negotiation, rigorous compliance, and the ability to partner with cross functional teams to protect program interests and drive business growth.
This position will require the ability to collaborate and provide contractual guidance and support to cross functional team members (including Business Development, Legal, Program Management, and Finance) as needed. Additionally, the ability to analyze and mitigate contract risks as well as develop contingency plans to minimize potential losses is a key element of this position.
Specific Job Responsibilities:
• Strategy & Compliance - Design and enforce contracts‑management frameworks that align with corporate policies, procedures, and all applicable regulatory requirements (FAR/DFARS, export controls, etc.).
• Negotiation & Execution - Lead complex proposal negotiations and manage the life‑cycle execution of international and U.S. Government contracts, ensuring favorable terms and risk‑aware outcomes.
• Risk Management - Conduct detailed risk assessments; develop mitigation plans and alternative execution strategies; monitor and adjust as contracts evolve.
• Proposal Coordination - Oversee proposal generation and submission; collaborate with Business Development, Legal, Program Management, Finance, and other functions to reconcile cost, schedule, and technical changes.
• Innovative Problem Solving - Apply contractual creativity and ingenuity to resolve high‑complexity issues that impact program performance.
• Stakeholder Relationship Management - Build and sustain strong relationships with internal and external customers; ensure transparent communication that supports future growth opportunities.
Note: Candidate must be willing to travel domestic and internationally on a quarterly basis as needed.

Basic Qualifications:
• 8 or more years with a bachelors degree and experience in leading contract negotiations, including competitive bidding environments. Expert knowledge of contract closeout processes and procedures
• Proficiency with Microsoft Office & Teams Applications (Excel-pivot tables, macros, charts, import/export, PowerPoint-storytelling, data, charts, import/export, Outlook-calendar management)
• Extensive experience with managing FAR/DFARS based contracts as well as effective negotiation and problem-solving skills
• Ability to obtain a Top-Secret clearance
Note: Candidate must be willing to travel domestic and internationally on a quarterly basis as needed.
Desired Skills:
• Advanced degree and professional certifications (e.g. CPCM™, CFCM™, CCCM™)
• Significant experience with Executive Proposal Process (EPP) requirements with an ability to efficiently brief senior leadership.
• Expert knowledge of U.S. Government based contract regulations (ex: FAR/DFARS)
• Strong business acumen with the ability to clearly recognize risk elements in business transactions and providing governance to the program team in carrying out the terms of the contract.
• Excellent verbal and written communication skills with an ability to multi-task in a fast-paced setting

Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
