Nationwide IT Services is seeking a full-time Program Manager to support the Naval Sea Systems Command (NAVSEA), Naval Systems Engineering Directorate (SEA 05), for a potential opportunity in support of Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR) Program and its related programs in SEA 05T. The position will be located at the Washington Navy Yard, Washington, D.C.

The SBIR program was established by Congress in 1982 to incorporate small business technological innovation into Government-supported Research and Development (R&D) programs as defined in the Small Business Administration (SBA) SBIR Policy Directive. NAVSEA has participated in the SBIR Program since its inception. The goals of the SBIR program are to stimulate technological innovation, increase small business participation in federally funded R&D, foster participation by socially and economically disadvantaged firms in technological innovation, and to increase private sector commercialization of federal R&D.

The STTR is another program that expands funding opportunities in the federal innovation and R&D arena as defined by the SBA Policy Directive. Central to the program is expansion of the public/private sector partnership to include the joint venture opportunities for small businesses and nonprofit research institutions. The unique feature of the STTR program is the requirement for the small business to formally collaborate with a research institution in Phase I and Phase II. STTR's most important role is to bridge the gap between performance of research and commercialization of resulting innovations.

The objective of this effort is to support the NAVSEA SBIR/STTR Program Manager (PM), who has overall management and authority for the Program, in executing the Department of Navy's (DoNs) SBIR/STTR program for NAVSEA. This includes assisting with the overall responsibilities of executing the Program and maximizing their effectiveness in identifying focus areas, developing topics, identifying small businesses to participate in the Program and assisting in the expedient transition of technologies, products, and services to the warfighter. NAVSEA strives to maximize the effectiveness and efficiency of the Program to bring technology to the fleet as quickly as possible.

Duties and Responsibilities:
  • Working knowledge with DoD R&D acquisition; SBA, DoD and Navy SBIR/STTR policy and requirements; and SBIR/STTR statutory requirements.
  • Proficient in operating different phases of the DoD or component-level SBIR/STTR Programs from Phase I through Phase III, including the SBIR/STTR requirements of the DoD 5000.02 instruction, acquisition planning, Deputy Program Managers, Data Rights, SBA, and statutory procurement requirements is imperative.
  • Ability to work with large and diverse teams, and the ability to effectively provide guidance, direction, and supervision in all areas of the contracted effort such as program management, R&D acquisition; financial management; scheduling and tracking; program issue resolution; SBIR/STTR training; and SBIR/STTR policy, process, and procedures.
  • Excellent communication skills, both written and oral, including demonstrated ability to produce concise and properly edited products that clearly and logically convey complex information and ideas.
Job Qualifications:
  • Twelve (12) years of professional experience in DoD or component-level R&D acquisition, including at least three (3) years in support of DoD or component SBIR/STTR program management that was performed within the last six (6) years.
  • A minimum of three (3) years supervisory experience.
  • Master's degree in business, management or equivalent field.
  • Project Management Professional (PMP) Certification.
  • DoD Secret Clearance.
