About the Role
Nationwide IT Services (NIS), an award-winning Service-Disabled Veteran-Owned Small Business (SDVOSB) specializing in digital modernization, enterprise IT, and AI-driven solutions, is seeking a Program Manager to lead the development and deployment of an AI-Enabled Marketing and Communications Campaign Management System for the U.S. Air Force.

This role requires a strong leader with hands-on expertise in Adobe Experience Platform (AEP) and its connected ecosystem-GenStudio, Journey Optimizer, Experience Manager (AEM Assets), and Workfront. The Program Manager will guide a multidisciplinary team in designing, integrating, and scaling an enterprise-level solution that modernizes marketing operations, data management, and digital engagement across the mission.

Key Responsibilities
  • Program Leadership & Delivery
  • Lead overall program execution, ensuring objectives, milestones, and deliverables are achieved on time and within scope.
  • Translate client mission into actionable program and technical strategies.
  • Oversee schedules, budgets, risk management, and resource allocation for multiple integrated workstreams.
  • Maintain documentation, governance, and program reporting aligned with NIS quality and performance standards.
  • Stakeholder & Partner Engagement
  • Serve as the primary point of contact for government, partner, and internal stakeholders.
  • Lead program reviews, briefings, and cross-team collaboration sessions.
  • Build strong, transparent relationships with clients, vendors, and technical teams.
Adobe Platform & Technical Oversight
  • Oversee architecture and implementation of Adobe Experience Platform (AEP), GenStudio for Performance Marketing, Journey Optimizer (AJO), Experience Manager (AEM Assets), and Workfront.
  • Ensure seamless integration with existing enterprise systems and secure, cloud-native operations.
  • Guide data strategy, personalization workflows, and AI-driven automation.
  • Optimize campaign performance through analytics, unified data views, and predictive modeling.
AI and Data Innovation
  • Drive adoption of AI for creative automation, journey orchestration, and real-time analytics.
  • Promote the use of simulation and testing tools to validate campaign effectiveness.
  • Foster a culture of continuous improvement through data-driven insights.
Team Management
  • Lead and mentor cross-functional teams of developers, analysts, and project leads.
  • Ensure alignment between technical teams, business objectives, and end-user needs.
  • Manage subcontractor coordination and deliverable quality across partner organizations.
Qualifications
  • US Citizenship and preference for DoD Secret clearance
  • Bachelor's degree in information systems, Computer Science, or related field (Master's preferred).
  • 8+ years of hands-on experience with Adobe Experience Platform (AEP) and related tools (GenStudio, Journey Optimizer, AEM Assets, Workfront).
  • 10+ years of overall IT program or project management experience, preferably in digital transformation or enterprise systems.
  • At least 6 years of experience managing or supporting U.S. Government IT programs or federal digital transformation initiatives.
  • Strong understanding of AI, data integration, and marketing automation workflows.
  • PMP or equivalent project/program management certification.
  • Excellent communication, leadership, and stakeholder management skills.
Preferred experience:
  • Experience leading digital transformation programs in government or large enterprise environments.
  • Knowledge of the Department of Defense (DoD) Risk Management Framework (RMF) process is a plus
  • Familiarity with data privacy, accessibility, and compliance best practices.
  • Strong technical background in API integrations, cloud-based architecture, and analytics platforms.
