The Developer/Programmer Analyst 3 will support the development and enhancement of applications. This role requires working across multiple agency stakeholders to ensure accuracy, efficacy, and alignment with business goals while focusing on delivering transformative technology solutions while fostering excellence in software development practices and stakeholder collaboration.

This position performs all duties and responsibilities in accordance with the Mission, Vision, and Core Values of Cayuse.

Responsibilities

  • Plans, develops, tests, and documents computer programs, applying knowledge of programming techniques and computer systems.
  • Evaluates user request for new or modified program, such as for financial or human resource management systems, clinical research trial results, statistical study of traffic patterns, or analyzing and developing specifications for bridge design, to determine feasibility, cost and time required, compatibility with current system, and computer capabilities.
  • Consults with user to identify current operating procedures and clarify program objectives.
  • Formulates plan outlining steps required to develop program, using methodologies such as structured analysis and design or object-oriented development.
  • Performs User Interface and Web Services development for several HHSC IT applications. Activities will include front-end development using modern, responsive technology such as Angular; converting SOAP-based services to RESTful services; and development of new RESTful web services using JBoss EAP environment.
  • As a member of the team, participate in requirements analysis, high-level and detailed design, development, testing and deployment of new application components, as required.
  • Develop scalable, high-performance financial system solutions, ensuring seamless database integration.
  • Create technical and design documentation, as required.
  • Perform system analysis and problem resolution, as required.
  • Analyze software for configuration & performance tuning opportunities, as required.
  • Develop and maintain data and process models, as required.
  • Employ contemporary testing methods to ensure applications function properly and without error.
  • Provide technical support for testing and implementation efforts.
  • Participate in program design, coding and test walk-through meetings to provide input regarding technical standards and customer requirements.
  • Provide application support (defect repair, maintenance, and production operations support) for web-based Java applications in an SOA platform. Perform system analysis, troubleshooting, diagnosis and problem resolution. Analyze software for defects and performance tuning opportunities. Develop and test application code to resolve defects and improve application reliability and performance.

Qualifications

Here's What You Need
  • 8 years of experience in Front End/UI development, enhancing and maintaining enterprise-class applications on the JEE application development platform
  • 8 years' experience in Server-side/Web Services development, enhancing and maintaining enterprise-class applications on the JEE application development platform.
  • 8 years' experience implementing SPAs with at least 4 years of experience implementing SPAs using Angular TypeScript framework.
  • 8 years' experience implementing web services including at least 4 years of experience implementing RESTful services security using JWT, OAuth, and other related technologies/standards.
  • 8 years' development experience implementing applications utilizing any JEE Application Server, Authentication and Authorization, Caching strategies
  • 8 years' programming experience in following languages / technologies: Java, JEE, REST/SOAP web services, HTML5, JavaScript, JQuery, AJAX, CSS3, Bootstrap, SASS, Typescript, Spring, Java Server Pages, Struts, JSON, XML, JWT, Maven, OpenAPI v3, OAuth
  • 8 years' experience implementing client-facing applications with responsive design and development
  • 8 years' experience with integration of web services into Angular or React based SPAs
  • 8 years' experience implementing client-facing applications using JSP and Struts
  • 8 years' experience in development of self-contained, reusable, and testable modules and components
  • 8 years' experience in implementing best practices in the areas of application design, performance, scalability and maintainability.
  • Effective communicator and collaborator across cross-functional teams and stakeholders, Proven capability to tackle technical and architectural challenges, especially in legacy-to.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

  • Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.


Desired Qualifications:
  • 3 years' experience with JBoss or IBM WebSphere Application Server 8 or later
  • 3 years' experience with Agile Development Methodologies (preferably Scrum)
  • 2 years' experience development experience for mobile and tablet platforms
  • Prior Texas State Agency Experience

Reports to: Program Manager

Working Conditions
  • Professional Hybrid - On Site and Telework office environment.
  • Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.
  • Must be physically and mentally able to perform duties extended periods of time.
  • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
  • Must be able to establish a productive and professional workspace.
  • Must be able to sit for long periods of time looking at computer screen.
  • May be asked to work a flexible schedule which may include holidays.
  • May be asked to travel for business or professional development purposes.
  • May be asked to work hours outside of normal business hours.
