At Naval Base Ventura County, CA, SA-TECH operates and performs operational and intermediate level maintenance for aerial and seaborne assets in support of the Naval Air Warfare Center Weapons Division's (NAWCWD's) Targets and Marine Operations Division, including air and sea vehicles and vessels used for manned and unmanned training and test events.

We are currently seeking to hire a Targets Test and Training Specialist at Naval Base Ventura County, Point Mugu, CA to support several Target Operations Division strategic initiatives, including Blue Water Instrumentation (BWI) operational support, Low Speed Aerial Target (LSAT) operational support, Targets Web-based Scheduling and Tracking System (TWSTS) testing and BWI integration development.

Responsibilities include developing Standard Operating Procedures (SOPs) for BWI and LSAT ground operations, troubleshooting guides, and other requirements in support of BWI. The incumbent will learn and evaluate target operator and operations conductor duties, develop syllabi and personal qualification standards to document and streamline training and qualification requirements in alignment with Targets Training and Operating Procedures (TTOPS). Additionally, the employee will review existing SOPs, draft and brief updates, and create a catalog in SharePoint.

This position works directly for the Contract Program Manager (PM) supporting the Operations Division of the Target Operations Division, Threat/Target Systems Department (TTSD). The organization is responsible for coordinating, scheduling, and conducting all test, evaluation, and fleet training operations utilizing targets. The target portfolio includes surface, aerial (subsonic and supersonic), and other target systems. Functional activities inherent to this responsibility include planning, coordinating, briefing, and developing systems and SOPs for programs at the Naval Air Warfare Center Weapons Division (NAWCWD) and other sites CONUS/OCONUS.

Specific duties include (other duties may be added):

Planning (35%)
  • Prepare and review National Range Documentation (Program Introduction Documents, Resources Plans, Operations Requirements Documents, Requirements for Scheduled Tests, etc.) for projects assigned to the Target Operations Division.
  • Develop operational techniques to utilize existing Range facilities to achieve successful completion of project objectives.
  • Prepare operational support plans and additional documentation required for scheduling all operations assigned.
  • Represent the Division at planning conferences on assigned programs for the purpose of formulating test plans and acting as an operations advisor.
  • Receive training on various platforms, formulate short and long-range schedules, support plans, test plan reviews, target configurations, and publish operation schedules for support services.
  • Other duties as needed.
Test Activities (35%)
  • Perform test activities for various target aerial and surface platforms.
  • Attend briefs and debriefs with all appropriate agencies and personnel involved in any given operation.
  • Become familiar with the engineering objectives and data requirements for each operation.
  • Develop SOPs, training syllabi, and qualification outlines.
  • Complete all duties assigned by the Division.
  • Other duties as needed.
Coordinating (30%)
  • Coordinate all operational phases of assigned programs and projects.
  • Interface with various operational areas and national ranges to define objectives and specifications for mission execution.
  • Coordinate support requirements for developmental contractor demonstration tests, military technical evaluations, operational evaluation, and operational training of weapon and target systems.
  • Other duties as needed.
Work Conditions:
  • Work Schedule currently is a 9/80 schedule (Mon - Thurs 9 hours, alternating Friday, 1 work 8 hrs. 1 off).
  • Overtime may be required but not routinely.
  • Travel may be required but not routinely.
  • Conditions will vary; however, most work is done in enclosed buildings.
  • Work will include sitting, standing, walking, lifting, and reaching.
  • Must be capable of lifting 20 lbs individually and 50+ lbs when assisted by other teammates.

Requirements

Education/Experience/Skills:
  • High School Diploma or equivalent, required.
  • Associate's degree, desired.
  • Prior experience working in Military Aviation, E-5 or higher, required.
  • Demonstrable ability to perform the duties outlined above.
  • Strong computer/networking/MS Office skills.
  • Excellent communication skills and ability to work well with others.
  • Working knowledge of Microsoft Office-based computer operations with emphasis on SharePoint.
  • Ability to learn and support web database tracking and functionality.
  • Current CA Driver's License required; must be able to be insured through company's vehicle insurance policy while driving work/government/rental vehicles during working hours, and for the duration of employment.
  • U.S. Citizenship required and you must be able to obtain a U.S. DoD Secret Security Clearance prior to start date and maintain a Secret clearance throughout employment.
  • All candidates will be required to pass background screening to include SSN, Driver Record, and Criminal Background Investigation.
