Position Title: Human Capital Manager
Location: Remote

As our Human Capital Manager, you will oversee the full employee experience from onboarding and engagement to benefits, compliance, and professional development. This is a hands-on role that combines operational excellence with a people-first approach. You will work closely with leadership and employees to keep our culture strong, ensure compliance, and continuously improve HR processes. You will also serve as the primary administrator of Paycor, ensuring data accuracy and providing insights that help ISPA grow smarter together.



Position Overview:

Lead and continuously improve onboarding processes to ensure new hires feel welcomed, supported, and connected to ISPA’s mission and culture.
Maintain HRIS data and workflows in Paycor, ensuring employee records are complete, accurate, and up to date.
Collaborate with Accounting to ensure payroll data and timekeeping records are accurate and processed on schedule.
Administer employee benefits programs including medical, dental, vision, life insurance, and 401(k), and serve as the primary contact for employee questions.
Coordinate annual open enrollment and support benefits renewals, vendor communications, and employee education.
Maintain compliance with all federal, state, and local employment laws including FLSA, FMLA, ADA, EEOC, and other applicable regulations.
Develop, maintain, and communicate HR policies, procedures, and the employee handbook to ensure clarity and consistency across the organization.
Serve as the first point of contact for employee relations matters, providing guidance, support, and resolution consistent with ISPA’s values and policies.
Conduct or support investigations and ensure proper documentation and confidentiality.
Coordinate and track performance management processes including goal setting, evaluations, and professional development activities.
Coach and advise managers on employee relations, conflict resolution, and performance improvement strategies.
Generate and analyze HR metrics such as retention, turnover, and engagement trends to identify areas for improvement.
Support compliance audits, DCAA reporting, and other government-related HR documentation requirements.
Collaborate with leadership to plan and implement culture initiatives, recognition programs, and internal communications that strengthen engagement.
Continuously assess HR processes and systems to improve efficiency, accuracy, and employee satisfaction.

Qualifications
Required:

Bachelor’s degree in Human Resources, Business Administration, or a related field.
Minimum of 5 years of progressive HR experience across multiple areas such as benefits, employee relations, compliance, and performance management.
Working knowledge of employment laws and HR best practices.
Experience supporting benefits administration and HRIS data management.
Strong communication, problem-solving, and organizational skills.
Ability to handle confidential information with professionalism and integrity.
Preferred:
Experience using Paycor HRIS modules.
PHR or SHRM-CP certification (or in progress).
Experience in a government contracting or technology environment.
