This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P. L. 116-92 and Section 9905 of Title 5 U.S.C.

Incumbents typical work assignments may include the following:
  • Independently performs and leads data analytics, encompassing diverse types of data to make conclusions about complex data;
    including but not limited to descriptive, diagnostic, predictive, and prescriptive analytics, and integration of artificial intelligence and machine learning
  • Provides recommendations to senior managers in overall planning and facilitates cross-functional communications
  • Provides results of studies, analyses, and evaluations to counterpart agencies to share experiences and resolve controversial matters, and thereby improve overall defense level planning in areas of assignment
  • Applies the appropriate methodologies and knowledge to address priority issues particularly in the areas related or adjacent to business process improvement, FM systems, and budget and financial management

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.

In order to qualify for this position, you must meet the requirements described below.


You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Experience with Planning, Programming, Budgeting, Execution (PPBE) process; 2) Experience as a subject matter expert on working groups consisting of DoD Components, the OMB and/or other Executive Branch departments and agencies across areas related to DoD resources such as prioritization of resources, budget justification, financial management, financial execution, and/or budget reforms; AND 3) Experience with conducting data analysis and/or leading data analytics projects.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Subject matter expertise in at least one phase with Planning, Programming, Budgeting, Execution (PPBE) process; 2) Experience leading or participation as a subject matter expert on working groups consisting of DoD Components, the OMB and/or other Executive Branch departments and agencies across areas related to DoD resources such as prioritization of resources, budget justification, financial management, financial execution, and/or budget reforms; AND 3) Experience with leading data analysis and/or data analytics projects

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Probationary Periods: As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:
- your performance and conduct;
- the needs and interests of the agency;
- whether your continued employment would advance organizational goals of the agency or the Government; and
- whether your continued employment would advance the efficiency of the Federal service.
Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
