Program Manager Support to DHA OSBP

Overview:
TMGL is seeking a dynamic Program Manager to lead strategic support for the DHA Office of Small Business Programs (OSBP). This position oversees initiatives that promote small business participation in DHA acquisitions, ensures regulatory compliance, and drives outreach and engagement across the Military Health System.
Key Responsibilities
As a Program Manager, you will:
• Lead the planning, execution, and evaluation of DHA’s Small Business Program initiatives.
• Manage cross-functional teams supporting small business outreach, data analysis, and compliance.
• Develop and implement strategic plans aligned with FAR Part 19, DFARS, and DHA small business goals.
• Oversee the preparation of performance reports, dashboards, and briefings for senior leadership.
• Coordinate DHA Industry Days, matchmaking events, and stakeholder engagements.
• Advise contracting officers and program managers on small business strategies and regulatory requirements.
• Monitor subcontracting plans and prime contractor compliance with small business participation goals.
• Serve as liaison to SBA, DoD OSBP, and other federal small business offices.
• Monitor and analyze social media activity across platforms (e.g., Facebook, Instagram, X/Twitter, LinkedIn, TikTok, YouTube)
• Use tools such as Sprout Social, Hootsuite, Brandwatch, Google Analytics, Meta Business Suite, and native platform analytics to gather data
• Develop and maintain dashboards and reports to visualize key performance indicators (KPIs)
• Identify trends, audience behaviors, and engagement patterns to support marketing and content strategies
• Collaborate with marketing, content, and strategy teams to align data insights with campaign goals
• Conduct competitive benchmarking and sentiment analysis
• Provide recommendations based on data to improve reach, engagement, and conversion
• Ensure data integrity and consistency across reporting systems
Required Qualifications:
• 10 years of specialized experience managing federal acquisition programs or small business initiatives.
• Bachelor’s degree in Business, Public Administration, Health Policy, or a related field is required. Advanced degrees or certifications in federal acquisition, program management, or small business programs are preferred.
• Demonstrated experience leading teams and coordinating outreach efforts.
• Proficiency in federal acquisition systems (FPDS-NG, SAM.gov) and small business tools.
• Strong communication, leadership, and stakeholder engagement skills.
• Strong Excel and data visualization skills (e.g., Tableau, Power BI)
• Experience with SQL or Python for data manipulation is a plus
• Familiarity with Google Analytics and UTM tracking
• Understanding of social media KPIs and digital marketing metrics
• Excellent communication and storytelling skills using data
