JOB SUMMARY:
The Program Manager is responsible for the successful execution of project operations across one or more contracts in accordance with contractual requirements, corporate policies, and customer expectations. This position serves as the primary interface between VSolvit and the customer, managing all phases of the program lifecycle including planning, execution, performance monitoring, personnel oversight, financial management, and stakeholder communication. The Program Manager ensures compliance with federal contracting regulations and company standards while driving operational excellence and customer satisfaction. This role also supports strategic growth initiatives through capture and proposal development.

RESPONSIBILITIES:
Serve as primary customer interface and contractual point of contact
Manage overall program performance, including cost, schedule, scope, and quality metrics
Supervise technical and non-technical teams assigned to contracts under portfolio oversight
Oversee project planning, milestone tracking, and deliverables to ensure contractual compliance
Lead staffing activities including employment, performance management, coaching, and training
Monitor subcontractor activities to ensure timely and compliant performance
Drive program-level financial planning, forecasting, and reporting activities
Identify and mitigate risks to operational or contractual performance
Support business development activities including capture efforts and proposal generation
Develop and deliver internal and customer-facing reports and briefings
Implement and support process improvements, lessons learned, and quality initiatives
Maintain strong relationships with customers, partners, and internal stakeholders
QUALIFICATIONS:
Basic:
Bachelor’s degree in technology, business, or related discipline
5+ years of program or project management experience in a federal or DoD contracting environment
Experience managing program budgets and financial forecasts
Demonstrated ability to manage and evaluate teams of 15+ personnel
Familiarity with DoD or federal procurement policies and contracting processes
Proficiency in preparing reports, briefings, and contract deliverables
Excellent communication and leadership skills
U.S. Citizenship
MUST HAVE an Active DoD Secret Clearance
Preferred:
Experience managing Navy contracts or supporting Navy customers
PMP certification or equivalent project management credential
Experience leading teams of IT professionals in technical environments
Business development experience, including proposal writing and capture strategy
Familiarity with CMMI and process improvement frameworks
