JOB TITLE: AAR Administrator

GOVERNMENT AGENCY: Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC)

LOCATION: FLETC HQ in Glynco, Georgia

POSITION TIMING: Contingent upon award

PROGRAM OVERVIEW:

The Federal Law Enforcement Training Centers (FLETC), a component of the Department of Homeland Security (DHS), is responsible for training and supporting the training of federal, state, local, and tribal law enforcement officers-as well as international partners-who enforce laws, treaties, and regulations in the United States and abroad.

Headquartered in Glynco, Georgia, with additional training delivery points in Artesia, New Mexico; Charleston, South Carolina; and Cheltenham, Maryland, FLETC's mission depends on reliable, secure, and efficient IT systems and user support across its nationwide infrastructure.

This program provides comprehensive Information Technology (IT) Delivery and Operations Support Services (DOSS) to sustain FLETC's mission. The Service Desk Lead will play a vital role in managing user support operations, ensuring timely and effective issue resolution, and maintaining high levels of customer satisfaction across all FLETC locations.

RESPONSIBILITIES
  • Administer, configure, and maintain the Milestone XProtect After Action Review (AAR) system or an equivalent enterprise video management and review platform.
  • Oversee system operations, ensuring uptime, performance, and data integrity across all AAR environments.
  • Manage user accounts, permissions, and access controls to support operational security and compliance.
  • Conduct regular system maintenance, upgrades, and patching in coordination with IT and security teams.
  • Troubleshoot and resolve system performance issues, software errors, and integration challenges.
  • Support the capture, storage, retrieval, and playback of AAR recordings for operational and training purposes.
  • Collaborate with stakeholders to implement configuration changes, system enhancements, and new feature rollouts.
  • Maintain comprehensive system documentation, including architecture diagrams, SOPs, and maintenance records.
  • Provide user training and technical support for AAR tools and workflows.
  • Participate in audits and ensure compliance with applicable data protection and retention policies.

QUALIFICATIONS
  • Certification in the administration and management of the Milestone XProtect AAR system or an equivalent AAR platform required.
  • Alternatively, equivalent verifiable experience administering and managing a Milestone XProtect AAR system may be substituted for certification.
  • Demonstrated experience in AAR system configuration, troubleshooting, and lifecycle management.
  • Working knowledge of video management systems, storage architecture, and network configurations.
  • Strong understanding of user access control, data retention policies, and system security protocols.
  • Excellent problem-solving, documentation, and communication skills.
  • Ability to work independently and collaboratively in fast-paced, mission-critical environments.

WORK ENVIRONMENT AND PHYSICAL DEMANDS: Candidate must be able to function in general office environment.
