Job Description:
PTFS seeks an individual to manage a contracts office which supports various contract types for primarily federal and state, but some commercial entities. The successful candidate will be provided with the opportunity to further their career as a contract professional. We expect the candidate to be a quick learner and have excellent communication, administrative and analytical business acumen as well as an interest in government and commercial contracting. The role will be multi-faceted, will be the single point of contact for all contract-related matters, and in addition to contract roles will support the accounting and business development departments.

Depending upon the candidates' training and experience, the candidate may be enrolled in a contracting certificate program soon after the start date. Additional classes that will lead to a Contract Administration Certificate will be required to be taken during the first 12 months of employment.

Must have the ability to obtain a security clearance if it is deemed necessary during the employee's tenure.

Primary Responsibilities:
- Perform contract administration functions and duties relating to various types of federal government contracts, including Multiple Award Contracts, IDIQ Contracts, Blanket Purchase Agreements, Subcontractor Agreements, Teaming Agreements, Non-disclosure and Referral Agreements and other types of agreements as applicable.
- Perform contract set-up in the systems for new awards and modifications.
- File new contracts, modifications, agreements and other contractual documentation immediately in PTFS's electronic filing system.
- Maintain responsibility for ensuring contract documents, including task order awards, modifications, invoices, kick-off meeting checklists, insurances, and other related documents are properly filed.
- Assist business development staff with preparing contractual documents for proposal submissions and awards.
- Assist with internal compliance initiatives via research and data collection for contract-related documents, as directed and become proficient with the processes associated with negotiating and administering contracts with the Federal government and subcontracts with large and small business prime contractors across the breadth of contract types.
- Perform processes and procedures associated with contracts administration to ensure compliance with internal and external policies and procedures.
- Negotiate teaming and non-disclosure agreements.
- Ability to work closely with the accounting team to ensure accurate and timely invoicing and related services.
Minimum Qualifications:
- Have a very high attention to detail.
- Bachelor's degree in business or a business-related field.
- Two years of contract management experience
- Understanding the FAR and other detailed government contract requirements
- Highly proficient with Microsoft Office suite tools to include MS WORD and Excel as well as other desktop tools including Adobe.
- Ability to establish and maintain client relationships to ensure levels of communication are timely.
- Possession of excellent organizational skills
- Possession of excellent oral and written communication skills
- Possession of excellent analytical skills to solve problems and mitigate risks.
Work Location:
- Initially, when not in training, the employee will be required to work at the PTFS Rockville office. Eventually, depending on the growth of the candidate, a hybrid work environment will be approved by management.
