Position Description
Serco Inc., a provider of professional, technology, engineering, and management services, has been awarded a contract to manage the repairs and upgrades of the back-up electrical plant at the Pituffik Space Base (PSB), in Greenland. Pituffik Space Base (formerly known as Thule Air Base) supporting missile warning, missile defense, and various space surveillance missions.
This position is contingent upon your ability to obtain/ transfer/maintain an DoD Secret security clearance.
If you enjoy engaging in enabling project execution in support of facilities important national security, Serco has a great opportunity for you! Serco is hiring a Change Manager and Alternate Project Scheduler to be part of a dynamic team supporting other experts to upgrade the backup power plant on Pituffik Space Base. You will work closely with other Serco team members to deliver quality work in support of the US Army Corps of Engineers and the US Space Force.
After completion, the new alternate power plant will provide greater and more stable electrical capacity to the U.S. military's northernmost installation.
You will be part of a 15-20 member Serco team that manages subcontractors, and self performs construction and installation work at Pituffik Space Base, Greenland. Serco will support USACE in renovating the Power Building (J-Plant) and providing it with High-Altitude Electromagnetic Pulse (HEMP) protective measures. Serco's site leadership has extensive experience successfully working USACE projects worldwide including a previous HEMP upgrade successfully completed in 2021.
The Change Manager is responsible for overseeing and managing change documentation and approvals during the construction process to ensure compliance with contract specifications and quality standards. This role requires a deep understanding of technical concepts, construction practices, and the ability to coordinate with various specialized personnel to maintain project integrity and time lines. This position also serves as backup project scheduler, responsible for assisiting in the development, maintenance, and management of detailed project schedules using Primavera P6 software. This role requires a thorough understanding of construction scheduling principles and the ability to coordinate with project teams to ensure timely project completion.

- Maintain detailed records of all changes and communicate them to relevant stakeholders, including the customer and subcontractors.
- Ensure that all changes are documented and approved in accordance with the contract requirements.
- Support schedules updates using automated tools, modifying them as necessary to reflect project changes and maintaining status on linkages and dependencies.
- Define and implement schedule configuration management processes, including version control.
- Provide advanced analytical support to the operational team, updating project management models and forecasts.

Qualifications
To be successful in this rol e , you will have:
- This position is contingent upon your ability to obtain/ transfer/maintain an DoD Secret security clearance.
- A Bachelor's degree in Civil, Mechanical, or Electrical Engineering, or equivalent experience in supervising construction features in the field.
- A minimum of four years of experience in construction, project management, or related work.
- A minimum of 2 years of experience in scheduling construction projects similar in size and nature using Primavera P6 or equivalent scheduling software.
- A Strong understanding of construction processes, quality control systems, and change management principles.
- An excellent communication and organizational skills, with the ability to manage multiple tasks and stakeholders simultaneously.
- A comprehensive knowledge of Critical Path Method (CPM) scheduling principles and application.
- To demonstrate skills to prepare and maintain comprehensive project schedules using Primavera P6, ensuring alignment with project objectives and timelines.
- To be able to assume responsibilities as a designated representative responsible for schedule preparation, updates, and report production.
- To collaborate with project managers, engineers, and other stakeholders to gather necessary information for schedule development and updates.
- The ability to travel as needed (up to 10% of the time).
Additional desired experience and skills:
- An active Dod Secret security clearance.
- Experience working with US Army Corps of Engineers, military construction, or construction in austere environments.
- Additional certifications in related construction, project management, project scheduling.
- Familiarity with MS Project and its translatability to P6.
