Job Description
The NAWCAD WOLF Special Communications Mission Solutions (SCMS) Division provides in-service engineering and life-cycle support for Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems. Operating under the oLSI® model, the SCMS Division supports Tactical and Remote Command, Control, Communications, Computers, Cyber, and Intelligence (C5I) Edge Systems (TARCES) deployed across commercial and militarized vehicles, small and large crafts, transit cases, mobile communications units, fixed base stations, command centers, and intelligence systems.
The purpose of this position is to lead the modernization of TARCES capabilities, ensuring the delivery of secure, resilient, and interoperable communications and infrastructure solutions across diverse operational environments. This position is considered Key and will be available upon contract award. We are seeking candidates who are will to accept contingent offers immediately.
Responsibilities
Oversee the full lifecycle management of the TARCES modernization program, including planning, execution, and sustainment of secure communications and security infrastructure projects. Lead comprehensive planning and execution across technical, operational, and programmatic domains, ensuring alignment with mission objectives and stakeholder requirements. Coordinate all technical deliveries, including integration of new technologies, upgrades to existing systems, and transition of legacy capabilities. Sustain effective communication with government stakeholders, technical teams, and external partners to ensure transparency, collaboration, and timely decision-making. Implement robust risk mitigation strategies to address technical, schedule, and budgetary challenges throughout the program lifecycle. Directly manage, supervise, and provide leadership across multiple concurrent projects, ensuring adherence to schedules, budgets, and operational performance standards. Monitor and report on program progress, resource utilization, and key performance indicators to senior leadership and oversight bodies. 
Qualifications
Required Qualifications
Master's degree in engineering, project management, or a related field. Minimum of ten years of experience in project or program management, preferably within defense, communications, or C5I/C5ISR environments. Top Secret clearance with SCI eligibility Demonstrated experience managing complex, multi-disciplinary projects with significant technical and operational scope. Proven ability to lead cross-functional teams, coordinate stakeholder engagement, and deliver results in high-pressure environments. Strong knowledge of project management methodologies, risk management, and lifecycle management principles. Excellent written and verbal communication skills, with the ability to prepare executive-level briefings and technical documentation. 
Desired Qualifications
Professional certification in project management (PMP, PgMP, or equivalent). Familiarity with oLSI® or similar service delivery models.
