Duties

  • You will provide professional accounting assistance to the general accounting section head.
  • You will identify new and revised system requirements and potential shortfalls in the existing accounting system.
  • You will maintain, audit, analyze, and report trends in and post adjustments to a highly complex series of general ledger records, together with subsidiary ledgers and registers for accounting system.
  • You will audit, analyze, and report trends in actual leave and fringe benefit cost data and accelerated labor data to ensure the acceleration rates for such benefits are appropriate.
  • You will accomplish other duties as assigned.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

* GS-09: In addition to Basic Requirements for this Accountant GS-0510-09 position, your resume must also demonstrate at least one year of specialized Accountant experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector. Examples of specialized experience include the following duties: 1) Assisting with compiling, summarizing, and analyzing financial and/or budgetary information related to an organization's financial programs; 2) Identifying routine problem transactions, researching differences, and providing recommendations to correct erroneous transactions; 3) Assisting with planning, developing, and making presentations and standard operating procedures regarding financial matters; and 4) Reviewing and maintaining accounting records and financial reports to ensure they are accurate and support audit and financial requirements.
Or
You have successfully completed a master's or equivalent graduate degree that is related to the Accountant position being filled.
Or
You have successfully completed two full years of progressively higher graduate level education leading to a master's degree that is related to the Accountant position being filled.

* GS-11: In addition to the Basic Requirements for this Accountant GS-0510-11 position, your resume must also demonstrate at least one year of specialized Accountant experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector. Examples of specialized experience for this position include: 1) Compiling, summarizing, and analyzing financial and/or budgetary information related to an organization's financial programs; 2) Identifying complex problem transactions, researching differences, and correcting erroneous transactions; 3) Planning, developing, and making presentations and standard operating procedures regarding complex financial matters; and 4) Reviewing and maintaining accounting records and financial reports to ensure they are accurate and support audit and financial requirements.

You have successfully completed a Ph. D. or equivalent doctoral degree that is related to the Accountant position being filled.
Or
You have successfully completed three full years of progressively higher level graduate education leading to a Ph. D. or equivalent degree that is related to the Accountant position being filled.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual as listed below Accountant position:

-You have a degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. (The 24 hours may include up to 6 hours of credit in business law).

OR

-You have a combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background also includes one of the following: (1) 24 semester hours in accounting or auditing courses of appropriate type and quality; or, (2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or; (3) completion of the requirements for a degree that included substantial course work in accounting or auditing.
