Position Title: Training Specialist I
Location: Naval Surface Warfare Center Philadelphia Division (NSWCPD), Philadelphia, PA
Clearance Requirement: Department of Defense Secret Clearance (Active or Interim)
Work Schedule: Forty hour work week schedule with some overtime allowed. Approximately 95% on-site at NSWCPD; up to 5% travel as required.
Contingency: This position is contingent upon contract award
Background:
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is the Navy’s Center for Excellence for ships and ship systems, providing full-spectrum research, development, testing, evaluation, and fleet support for both surface and undersea vehicles. NSWCPD serves as NAVSEA’s primary Land Based Engineering Test Site (LBTS), conducting diagnostics and evaluations of emerging and prototype systems. The Compatibility Test Facility (CTF) at NSWCPD requires contractor support to execute business operations functions critical to program success, including financial, logistics, and technical support.
Responsibilities:
• The Training Specialist I will contribute to NSWCPD’s CTF Business Operations Support efforts by performing tasks related to Manpower, Personnel, and Training (MP&T) functions. Key responsibilities include:
• Developing, organizing, and delivering classroom, electronic, and distance learning programs, including workshops, videos, simulators, and multimedia instructional content.
• Preparing teaching materials, lesson plans, and instructional guides prior to course delivery.
• Supporting training program planning, scheduling, and coordination to ensure alignment with organizational objectives.
• Collaborating with subject matter experts to ensure training content is accurate, relevant, and effective.
• Assisting with documentation, records management, and reporting to support programmatic and quality management requirements.
• Participating in continuous improvement initiatives to enhance training effectiveness and workforce readiness.
Required Qualifications:
• Bachelor’s degree in a Technical Field, Education, Psychology, or a related Training Systems discipline.
• Minimum of three (3) years of experience developing and delivering classroom instruction, electronic learning, multimedia programs, satellite training, or computer-aided instructional technologies.
• Demonstrated experience preparing teaching materials, lesson plans, and instructional content in advance of course delivery.
Work Environment:
This position is primarily on-site at NSWCPD (approximately 95%), with limited travel (approximately 5%) expected.
