Position Title: Ship Cost Estimator
Location: Naval Surface Warfare Center Philadelphia Division (NSWCPD), Philadelphia, PA
Clearance Requirement: Department of Defense Secret Clearance (Active or Interim)
Work Schedule: Forty hour work week schedule with some overtime allowed. Approximately 95% on-site at NSWCPD; up to 5% travel as required.
Contingency: This position is contingent upon contract award
Background:
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is the Navy’s Center for Excellence for ships and ship systems, providing full-spectrum research, development, testing, evaluation, and fleet support for both surface and undersea vehicles. NSWCPD serves as NAVSEA’s primary Land Based Engineering Test Site (LBTS), conducting diagnostics and evaluations of emerging and prototype systems. The Compatibility Test Facility (CTF) at NSWCPD requires contractor support to execute business operations functions critical to program success, including financial, logistics, and technical support.
Scope of Work:
The Ship Cost Estimator shall perform financial and technical analysis and cost assessments of ships, submarines, and related ship systems. Responsibilities include developing and maintaining cost models, performing parametric trade-off studies, conducting cost-benefit analyses, and supporting affordability assessments and life cycle cost estimates. The Estimator will work closely with engineering, logistics, and program management personnel to ensure data accuracy and support decision-making processes.
Required Qualifications:
• Education: Bachelor’s Degree in Financial, Math, Economics, Engineering, or Naval Architecture from an accredited college or university.
• Experience: Minimum of five (5) years of experience in a related field.
• Demonstrated experience with analysis and assessments of ships, submarines, and ship systems.
• Technical expertise in performing parametric trade-off studies and cost estimation.
Work Environment:
This position is primarily on-site at NSWCPD (approximately 95%), with limited travel (approximately 5%) expected.
