Position Title: Program/Project Manager I
Location: Naval Surface Warfare Center Philadelphia Division (NSWCPD), Philadelphia, PA
Clearance Requirement: Department of Defense Secret Clearance (Active or Interim)
Work Schedule: Forty hour work week schedule with some overtime allowed. Approximately 95% on-site at NSWCPD; up to 5% travel as required.
Contingency: This position is contingent upon contract award
Background:
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is the Navy’s Center for Excellence for ships and ship systems, providing full-spectrum research, development, testing, evaluation, and fleet support for both surface and undersea vehicles. NSWCPD serves as NAVSEA’s primary Land Based Engineering Test Site (LBTS), conducting diagnostics and evaluations of emerging and prototype systems. The Compatibility Test Facility (CTF) at NSWCPD requires contractor support to execute business operations functions critical to program success, including financial, logistics, and technical support.
Scope of Work:
The Program/Project Manager I shall:
• Develop, update, and manage Integrated Product Schedules (IPS) to ensure effective tracking of program milestones and deliverables.
• Create detailed project timetables to coordinate tests, evaluations, and large-scale program activities.
• Determine task sequencing and material requirements based on program objectives and resource availability.
• Utilize computational and analytical tools to model critical path items, interim milestones, and equipment lead times.
• Provide scheduling support in alignment with ACAT I/II level program standards and requirements.
• Coordinate with technical and administrative personnel to ensure synchronization of schedules and deliverables.
• Support program reviews, progress tracking, and reporting efforts to government stakeholders.
Required Qualifications:
• Bachelor’s degree in Business or Engineering from an accredited college or university
• Experience: Minimum of five (5) years of experience developing and updating Integrated Product Schedules (IPS) for large-scale programs.
• Technical Proficiency: Skilled in modern computational and scheduling tools to model critical paths, dependencies, and resource utilization.
• Program Knowledge: Familiarity with production scheduling processes supporting ACAT I/II Level Programs.
