OBXtek is staffing for a Project Engineer/Analyst. The Project Engineer/Analyst provides technical, analytical, and project management support to Army Program Executive Office (PEO) organizations, Program Managers (PMs), and Integrated Product Teams (IPTs). This role is responsible for facilitating the planning, development, execution, and lifecycle management of assigned Army systems, projects, or initiatives in accordance with DoD acquisition policies, Army regulations, and contract requirements.

OBXtek is staffing for a Project Engineer/Analyst. The Project Engineer/Analyst provides technical, analytical, and project management support to Army Program Executive Office (PEO) organizations, Program Managers (PMs), and Integrated Product Teams (IPTs). This role is responsible for facilitating the planning, development, execution, and lifecycle management of assigned Army systems, projects, or initiatives in accordance with DoD acquisition policies, Army regulations, and contract requirements.
Key Responsibilities:
- Perform requirements analysis, system design review, and technical evaluation of military projects, systems, or processes.
- Develop, coordinate, and track project plans, schedules, technical milestones, risk assessments, and performance metrics.
- Support preparation and maintenance of key acquisition documentation, including Statements of Work (SOW), technical specifications, requirements traceability matrices, and Test & Evaluation Master Plans (TEMP).
- Analyze and report on project cost, schedule, and technical performance/risk using industry-standard tools such as MS Project, Primavera, or equivalent DoD-approved systems.
- Support readiness reviews, design reviews, risk/issue management boards, and configuration control processes.
- Conduct technical studies, trade-off analyses, and provide data-driven recommendations for program improvement or risk mitigation.
- Collaborate with Program Managers, Systems Engineers, and various stakeholders to ensure project goals and requirements are met.
- Support the collection and analysis of operational/user feedback to identify system deficiencies and recommend improvements.
- Prepare technical briefings, white papers, reports, and support Government meetings as required.
- Ensure all engineering/project analysis deliverables are compliant with contract, Army, and DoD standards and policies.
Qualifications
- Education: Bachelor's degree in Engineering, Physical Science, Mathematics, or a related technical discipline from an accredited institution.
- Experience: Minimum of [typically 5+] years of relevant experience in engineering, systems/project analysis, or technical support for DoD, Army, or federal acquisition programs.
- Certifications: DAWIA Level II/III in Engineering, Program Management, or related certification preferred (if specified in RFP/Attachment 0006).
- Clearance: Ability to obtain and maintain a Secret clearance (higher if required by DD254/Attachment 0006).
- Skills:
- Strong analytical and problem-solving skills.
- Proficient in Microsoft Office Suite and project management software (e.g., MS Project).
- Excellent communication skills, both written and oral, suitable for interfacing with Government and contractor staff.
Desired Qualifications:
- Experience supporting Army PEO/PM organizations or large-scale acquisition programs.
- Familiarity with DoD 5000-series acquisition processes, Risk Management Framework (RMF), system sustainment, and lifecycle engineering methodologies.
- Experience supporting Earned Value Management (EVM) reporting and performance metric analysis.
- Ability to develop technical performance measurements and dashboards for senior leadership.
