Ryan Consulting Group, Inc is seeking a Technical Solutions Architect to support proposal development efforts for both Commercial and Federal Government contract opportunities. The Technical Solutions Architect will serve as bridge between RYAN's business development team, various internal delivery leads, and external teaming partners, to deliver quality solutions that are both compliant and result in high client satisfaction. The Technical Solutions Architect is expected to engage with clients, serve as a company representative, and foster strong professional relationships. 
The ideal candidate will possess a deep understanding of Systems Administration/Management and Network Engineering, and understands business drivers, objectives, outcomes, capabilities, value-streams, and process development. Candidates must have a balance of technical expertise and strategic thinking in order to provide the leadership, analytical, and design experience required to develop appropriate solutions.

Core Responsibilities:
- Analyze and review RFIs, RFPs, RFQs, and Sources Sought notices to translate Performance Work Statements into actionable, cost effective, and evaluable solutions.
- Develop staffing plans by assessing the level of effort and resource requirements outlined in the solicitation documents, which will include identifying labor categories/role positions required to complete the PWS tasks and estimating the number of hours to complete each task.
- Architect technical responses that demonstrate innovation, feasibility, and alignment with evaluation criteria.
- Lead solution design for complex proposals of end-to-end digital business solutions including IT modernization, cybersecurity, cloud migration, digital workplace, service desk, and enterprise application development.
- Conduct research and customer analysis to understand technical pain points and align response strategies accordingly. Contribute to win themes, discriminators, and strength narratives tied to past performances and corporate capabilities.
- Collaborate with internal team members and external team partners to develop compelling, compliant technical solutions
Technical Strategy and Design Capabilities:
- Develop architecture solutions leveraging an understanding of Enterprise IT Networks that include cloud platforms (AWS, Azure, etc.), security frameworks, Agile/DevSecOps, and AI/ML prototypes.
- Ensure solutions align with federal standards (NIST RMF Rev5, FISMA, FedRAMP, ITIL, PMBOK, SAFe).
- Balance innovation vs. risk - propose emerging technologies where evaluators see value, while anchoring in proven, low-risk approaches.
- Provide "whiteboard to proposal" capability - translating high-level concepts into diagrams, staffing models, tools stacks, and compliance matrices.
Collaboration and Leadership:
- Partner with capture managers, proposal managers, SMEs, and subcontractors to craft integrated team solutions.
- Lead solutioning workshops, technical color team reviews, and storyboard sessions.
- Build strong teaming partner trust by recognizing and integrating their differentiators while highlighting Ryan's corporate strengths.
- Serve as a client-facing technical representative during orals, solution walkthroughs, and Q&A sessions.
Requirements

Success is defined by your ability to actively listen to customers, interpret client documents, and champion creative, client-first strategies that generate sustained business value.
- Bachelor's degree in an IT-related field or equivalent experience.
- Breadth: Proven ability to identify technical solutions and staffing requirements for proposals across multiple domains - at least 3 of the following:
1. Cloud (AWS, Azure, Google Cloud, or Oracle migration)
2. Cybersecurity (RMF, ATOs, Incident Response)
3. Enterprise IT (Zero Trust Architecture, Enterprise Network Operations, Architecture Engineering)
4. Application modernization (DevSecOps, Agile/SAFe, AI/No Code).
- Continuous Learning. Interest in learning new technologies and staying abreast of how these technologies can be utilized and adopted by clients.
- Project and Resource Management: Experience identifying labor categories and building staffing plans to execute the identified technical solution.
- Proposals: Demonstrated experience developing winning technical volumes in federal RFPs, including compliance-driven environments.
- Frameworks: Familiarity with NIST, FedRAMP, ITIL, SAFe, Agile/Lean/Kanban, and federal acquisition lifecycles.
- Tools: Surface-level awareness of tools like Low/No Code software, SIEM toolset, IT Service Management, Data Streaming software and automation/RPA platforms.
- Communication: Exceptional written and verbal skills - able to simplify complexity for evaluators and clearly articulate solution value.
- Leadership: Experience leading cross-functional solution teams and integrating partner capabilities into cohesive offerings.
- Must be able to work independently as well as part of a team.
- Experience working on Federal IT contracts a plus
