Construction Security Manager (CSM)
Position Overview:
Horizon Global Partners, LLC is seeking an experienced Construction Security Manager (CSM) to oversee and manage all security operations for a U.S. Department of State, Bureau of Overseas Buildings Operations (OBO) construction project.
The ideal candidate will have extensive experience in personnel, information, and physical security management, and a strong understanding of U.S. Government construction security requirements at domestic or overseas project sites.
The Construction Security Manager (CSM) is responsible for managing and implementing all construction site security requirements in accordance with U.S. Department of State, Bureau of Overseas Buildings Operations (OBO) standards.
The CSM will oversee personnel, information, and physical security operations at the construction site and serve as the primary liaison between the Contractor, the corporate Facility Security Officer (FSO), DS/IS/IND, and the OBO Site Security Manager (SSM).

Key Responsibilities:
• Lead and manage all aspects of site security, including personnel, information, and physical protection.
• Apply and enforce the OBO Security Classification Guide for the Design and Construction of Overseas Facilities.
• Ensure all on-site personnel meet required security clearance and access authorization standards.
• Coordinate and communicate regularly with the Corporate Facility Security Officer (FSO), DS/IS/IND, and the OBO Site Security Manager (SSM) to ensure full compliance with security procedures.
• Maintain accurate and timely security reporting to the corporate and government security offices.
• Develop, implement, and update site security plans, access control procedures, and incident response protocols.
• Conduct regular inspections, audits, and reviews to ensure adherence to security standards and identify areas for improvement.
• Train and oversee on-site personnel in proper security practices and ensure consistent compliance.
• Investigate, document, and report any security incidents or violations.

Minimum Qualifications:
• Experience: Minimum of five (5) years of experience managing information and personnel security operations at domestic or overseas construction sites.
• Knowledge: Demonstrated understanding of the OBO Security Classification Guide for the Design and Construction of Overseas Facilities.
• Expertise: Proven ability to interpret and apply U.S. Government construction security standards, policies, and procedures.
• Clearance: Must possess or be eligible to obtain the required U.S. Government security clearance as dictated by the contract.
• Communication: Strong written and verbal communication skills for interaction with government and contractor personnel.
• Leadership: Ability to effectively supervise staff and coordinate multi-agency security activities at a complex construction site.

• Prior experience working on U.S. Department of State OBO projects or similar U.S. Government overseas construction programs.
• Background in industrial security, counterintelligence, or military security operations.
• Familiarity with Division 1 specifications, U.S. Government contracting requirements, and Overseas Security Policy Board (OSPB) standards.
• Experience managing security programs in complex or high-threat environments.
