Zachary Piper Solutions is seeking a Senior Financial Analyst with an active TS/SCI CI Poly clearance to support the Financial Management Resource Office (FMR) within the Intelligence Community. The Senior Financial Analyst will assist government leadership in financial management operations, budget analysis, and resource management oversight to ensure effective and compliant fiscal operations across agency programs. This is an on-site role in Springfield, VA.

Responsibilities for the Senior Financial Analyst:
- Support internal customer financial management, budget formulation, and execution activities.
- Gather, maintain, review, and analyze program and budget data and requirements.
- Assist in developing financial management responsibilities and internal guidance packages.
- Provide subject matter expertise in developing and publishing IPBS/CBJB, IPBR/CJB, and President's Budget exhibits.
- Support the creation of Congressional roll-out briefings, responses to RFIs, QFRs, and other budget-related inquiries.
- Assist in preparing leadership materials for engagement with ODNI, OSD, OMB, and Congressional Committees.
- Develop presentations, white papers, and reports on financial management programs and activities.
- Support oversight and analysis of supplemental or over-guidance requirements.
- Conduct full lifecycle budget execution activities, including tracking and analysis of resource utilization.
- Participate in mid-year and end-of-year execution reviews and Congressional budget rollout support.
- Perform data analysis and reporting using advanced tools such as Python, R, Tableau, and Excel to identify trends and generate actionable insights.
- Support the development of standardized financial reporting and program tracking processes.
Qualifications for Senior Financial Analyst:
- Bachelor's degree in business, Finance, Accounting, Economics, or a related field; or equivalent professional experience.
- 12+ years of relevant experience in budget, finance, or resource management within the DoD or Intelligence Community (IC).
- Demonstrated specialized experience with DoD or U.S. Government budgetary and financial processes.
- Familiarity with U.S. Intelligence Funding Programs and PPBE processes.
- Proven experience analyzing and interpreting complex budget and execution data.
- Proficiency with Microsoft Excel, PowerPoint, and financial management systems.
- Active TS/SCI clearance with CI Polygraph (required to start).
Desired Skills for the Senior Financial Analyst:
- Strong knowledge of DoD and IC budget execution processes, including funds control, fund transfers, travel orders, and purchase card management.
- Understanding of fund execution policies across DoD and IC appropriations.
- Expertise in the Planning, Programming, Budgeting, and Execution (PPBE) process.
- Familiarity with DoD, ODNI, or NGA financial management systems and reporting tools.
- Experience preparing and briefing financial information for senior leadership.
Compensation for the Senior Financial Analyst:
- Pay Range: $130,000 - $170,000+ (based on experience and education)
