Zachary Piper Solutions is seeking a Contracts Administrator to support an Intelligence Community customer in Chantilly, VA. This role involves managing complex contract activities, ensuring compliance with FAR/NAM regulations, and providing expert recommendations on acquisition strategies and contract execution.
Location: Chantilly, VA - Onsite
Key Responsibilities
• Prepare data-call responses for Government approval
• Prepare reports as directed by the Contracting Officer (CO), Team Chief, or Senior Contracting Officer
• Interface with customer financial management systems such as NEAR, NFIS, FI1, FIRST, EPX Studio, and other customer tools
• Maintain contract files in compliance with all required regulations
• Prepare contract awards and modifications in accordance with NAM/FAR for CO review/signature in EPX, including identifying appropriate solicitation and contract clauses
• Draft, edit, review, and maintain contractual documentation such as pre-negotiation and price negotiation memorandums, Statements of Work (SOWs), Justifications and Approvals (J&A), acquisition plans, and other documents for Government consideration
• Provide recommendations on contract matters to Government personnel including COTR, Program Control, and Security
• Collect and analyze market information to prepare Market Research reports and recommend possible sources
• Make recommendations regarding cash flow for acquisitions
• Analyze customer requirements and recommend appropriate contract types that meet statutory requirements
• Recommend contracting methods based on customer requirements
• Advise on methods of publicizing procurements
• Construct contract incentives that comply with policy and encourage positive contractor performance
• Recommend types of contract financing based on contract type and procurement method
• Advise on competition strategies including full and open, exclusion of sources, or Other Than Full and Open competition
• Draft source selection criteria using best value or lowest price technically acceptable methods for negotiated contracts
• Draft pre-award and post-award debriefings for successful offerors
• Support pre-award and post-award protests in accordance with FAR/NAM requirements
• Recommend cost/price analysis approaches and identify when certified cost or pricing data is required
• Assist in preparing and conducting negotiations for all elements of a potential contract including schedule, performance, and price
• Track contractor use of Government property and support resolution of property-related issues
• Prepare and submit expired contracts for close-out and settlements
• Support and document contract terminations including calculating final contract price
• Recommend analysis and tracking of contract payments and assist in resolving payment-related issues
• Identify indicators of fraud or other legal offenses
• Analyze and document validity of claims and assist in resolving contract issues with CO approval
• Evaluate subcontracting plans, organizational conflict of interest plans, foreign ownership/control situations, ITAR compliance, and deviation waivers
• Support and document delivery and acceptance of goods/services in accordance with contract requirements
Required Qualifications
• Bachelor's degree with 4+ years of contract administration experience OR Bachelor's degree in any discipline with at least 24 semester hours in business-related courses and 6 years of relevant experience
• TS/SCI clearance with CI Poly (must have at start)

• Strong understanding of FAR/NAM regulations and acquisition processes
• Experience with Chantilly customer financial systems and tools
• Ability to manage multiple priorities and meet deadlines in a fast-paced environment

Compensation:
- $110,000 - $125,000 (Based on years of relevant experience)
