Koniag Professional Services, a Koniag Government Services company, is seeking a Technical Writer Mid- Level to support KPS and our government customer. This position requires the candidate to be able to obtain a Public Trust. This is a remote opportunity.

Koniag Professional Services is seeking a skilled Technical Writer to create clear, concise, and user-friendly documentation to support our client, the Department of Health and Human Services (DHHS), Office of the Chief Information Officer (OCIO) in sustaining an integrated Human Capital Management solution that consolidates core HR functions in to a unified enterprise platform. The Human Resource Information Technology platform will encompass Time and Attendance, Position Description management, Performance Management, Employee/Manager/HR Self-Service, and Enterprise Business Intelligence capability. This role is critical for securing and optimizing HCM applications that support essential administrative and operational functions across the department.

The Technical Writer is vital for translating complex technical information into accessible documentation that enables stakeholders and users to effectively understand and utilize HHS's systems. The ideal candidate combines strong writing abilities with technical aptitude and experience documenting enterprise systems, preferably including HR Information Technology applications (e.g. PeopleSoft, WorkDay, Service Now) or similar applications/platforms. Candidates should be ready to effectively present and articulate their previous project work during the interview process.

The Technical Writer will play a pivotal role in crafting and maintaining a wide range of documentation to support the implementation, training, and ongoing use of technology solutions. This role demands a detail-oriented communicator who can translate complex technical concepts into clear, engaging, and accessible content for diverse audiences. Working closely with subject matter experts, developers, business analysts, and end users, the Technical Writer will ensure that all documentation is accurate, consistent, and aligned with organizational goals. The ideal candidate excels at distilling intricate information into user-friendly formats and has experience producing both technical and marketing collateral. Principal responsibilities include:
  • Develop and maintain training and technical documentation including user guides, e-learning modules, system documentation, SOPs, job aids, quick reference guides, and other user support materials.
  • Collaborate with cross-functional teams (e.g., subject matter experts, developers, analysts) to gather, validate, and document technical requirements, system functionality, and design specifications.
  • Translate complex concepts into clear, user-friendly content tailored for diverse audiences, ensuring consistency through templates, style guides, and visual aids such as workflows and diagrams.
  • Manage documentation lifecycle including version control, review cycles, stakeholder feedback, and compliance with accessibility standards (e.g., 508).
  • Create and maintain digital support assets such as online help systems, knowledge bases, and internal/external repository sites.
  • Review and edit content for clarity, accuracy, and adherence to standards, including contributions from technical team members.
  • Support project and testing activities by attending meetings, tracking system changes, and producing relevant documentation and test procedures.

Education and Experience:
Required:
  • Bachelor's degree in Technical Communications, English, Journalism, Computer Science, or related field
  • 5-8 years of experience in technical writing, preferably in IT or software documentation
  • Demonstrated experience creating user documentation for enterprise software applications
  • Experience with document management systems and authoring tools

Required Skills and Competencies:
  • Exceptional writing and communication skills with mastery of grammar, style, technical terminology, and the ability to translate complex concepts into clear, user-friendly content for varied audiences.
  • Proficiency in Microsoft Office Suite, including PowerPoint, Visio, Excel, and Teams. Experience creating, editing, and organizing documentation and repositories within Teams.
  • Strong information design capabilities, including the creation of diagrams, flowcharts, and visual aids to support technical documentation and training materials.
  • Detail-oriented and quality-focused, with proven ability to organize complex information logically, manage version control, and adhere to documentation standards and best practices.
  • Effective collaborator, skilled at interviewing subject matter experts, gathering requirements, and working cross-functionally with technical and business teams.
  • Project management and adaptability, with strong time management skills and the ability to handle multiple documentation projects simultaneously.
  • Portfolio-ready, with the ability to present relevant work samples during the interview process.

Desired Skills and Competencies:
  • Experience documenting enterprise systems, including Human Capital Management (HCM), ERP platforms, application integrations, and system interfaces-especially within federal government environments.
  • Understanding of HR systems and processes, with the ability to produce HRIT documentation that aligns with organizational and regulatory standards (e.g. 508 compliance testing).
  • Proficiency in structured content strategies, including single-sourcing, content reuse, and use of content management systems, documentation portals, and knowledge base platforms.
  • Familiarity with accessibility and communication standards, such as Section 508 compliance and plain language principles for government-facing documentation.
  • Background in UX writing and visual communication, with experience creating diagrams, graphic assets, video tutorials, and multimedia documentation using design tools.
  • Comfort working in Agile environments, with exposure to sprint-based workflows and the ability to support Scrum teams; CSM certification is a plus
