Duties

As a COST ANALYST at the GS-0501-13 some of your typical work assignments may include:
  • Serve as a command technical authority providing leadership, orientation, guidance innovation and support for cost and economic analyses.
  • Analyze and prepare cost data for inclusion in U.S Transportation Command combined Transportation (USTRANSCOM) Working Capital Fund Program Objective Memorandum, Program and Budget Review, President's Budget submissions and Financial Plan execution submissions.
  • Formulate cost studies and analyses. Serve as steward of all cost factor inputs and cost impacts/risks associated with areas under analysis including Rates.
  • Develop and implement programs to improve analytical and estimating methods, techniques, capabilities and knowledge sharing throughout USTRANSCOM.

Qualifications

You may qualify at the GS- 13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Perform cost and financial analyses for the purposes of making recommendations and providing guidance.
  • Research programmatic changes impacting cost estimates of required resources.
  • Develop cost analyses/estimates or improve methods and techniques to forecast long-range funding needs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 2 Certified position.
