Employability/Quality Audit Report Tracker QART Support

Overview

Abile Group has an exciting and challenging opportunity for a potential future position as an Employability/Quality Audit Report Tracker QART Support working as part of a vibrant team on a contract providing cybersecurity and infrastructure protection services in support of an Intelligence Agency customer. All the personnel on the team will work collaboratively to support the mission and protect the agency's personnel, facilities, information, and systems. This includes delivering expert guidance and oversight to ensure a robust and effective protection program across multiple security domains and global locations.

The right candidate will possess the below skills and qualifications and be ready to handle all responsibilities independently and professionally.

Responsibilities

• Provides support and maintenance to established PERSEC programs.
• Supports the execution of the day-to-day agency PERSEC.
• Prepares, supports and administers PERSEC program briefings, as needed.
• Prepares, writes, and presents reports/whitepapers, various forms of correspondence, as required.
• Briefs SISP leadership and other agencies KC's regarding the program requirements and regulations.
• Appropriately and accurately maintains and updates databases and files (e.g., PeopleSoft security system of records, SISP SharePoint Page, internal SISP file folders, etc.) with data entry in a timely manner/real time.
• Responds in a timely manner to all telephone and/or email actions, questions, or status inquires to include checks of internal and external personnel security databases.
• Assists in maintaining distribution lists for customers to contact PERSEC, as
  needed/required.
• Brings case security issues to the attention of the government Team Leads
• Assists the government PERSEC team to help in developing recommendations for improvement.
• Provides service excellence in guidance and resolution to internal and external customers' questions and inquiries in a timely manner for support to their programs.
• Utilizes a variety of security concepts, principles and practices to analyze and
  recommend solutions for difficult and complex security issues.
• Documents and provides Weekly Activity Report (WAR) actions in the SISP designated template and timeline to the Government Team Lead.
• Shall provide review of background investigations to make employability
  recommendations for agency applicants.
• Completes all actions within the mandated timelines (e.g., IRTPA, DNI, etc.)
• Prepares accurate and quality employability assessments/reports for decision in accordance with the established procedure and 5CFR Section 302.
• Delivers suitability/employability assessments within 2 business days of receipt of each checkpoint.
• Documents, files, and maintains all employability actions in the security system of record (e.g., PeopleSoft, DISS, etc.)
• Coordinates with internal and external customers to resolve missing or discrepant information.
• Reviews the specified percentage of investigation reports for compliance with Federal Investigative Standards and applicable implementation plans within five business days of date assignment by GPOC.
• Coordinates any issues identified in record audit with GPOC.
• Accurately details information and documents status of all issues, to include resolution, in the Quality Audit Report Tracker (QART) system.
• Creates/Prepares metrics reports for Investigative Service Providers (ISP) on a monthly basis, as requested by the GPOC.

Qualifications

Clearance Required: TS/SCI with ability to obtain a CI Poly.

Degree and Years of Experience: Bachelor's Degree or equivalent experience in a related field to personnel security.

• Significant experience in personnel security (7-10 years) in the DOD/IC.
• Suitability/Employability experience: 3 years of experience with assessing suitability/employability, requirements to OPM specified standards.
• QART Experience required: 3 years of auditing experience assessing background investigation quality.

Required Skills:

• Familiarity with reviewing Investigative Service Provider (ISP) Reports of Investigation (ROI), to determine if there is disqualifying information that poses a risk to national security that prevents federal employment with the agency.
• Clear and concise writing and communication skills.
• Excellent organizational skills to ensure required timelines, FIS, and five CFR Section 302 quality standards are met.
• Demonstrate experience with reviewing Standard Form-85/86 and understand scoping requirements.
• Demonstrate experience with SEAD 3 Reporting Requirements and SEAD 4 Adjudication guidelines.

Desired Skills:

• Experience making unfavorable recommendations to leadership regarding the suitability of applicants.
• Familiarity with reviewing CI and full scope polygraphs for admissions that are disqualifying in nature for federal employment.
