The National and Defense Intelligence Division is seeking an experienced leader to be the Principal Engineer for the USINDOPACOM J2 Intelligence Data Layer, previously known as the Common Intelligence Picture, a J2 top priority requirement. The successful candidate will bring proven expertise in establishing technical and functional requirements, developing test plans, and executing complex validation and verification events to establish Initial and Full Operational Capability. The applied systems engineer will design, develop, and integrate complex systems to create a unified and shared understanding of the intelligence environment for decision-makers across the full spectrum of operations and organizations. The systems engineer will collaborate with capability developers to ensure alignment with technical requirements and system integration goals and work closely with stakeholders to verify that all components function cohesively, contributing to a unified and seamless integrated system.
As part of MITRE's Push to the Pacific initiative, employees hired to this requisition may be eligible to participate in a Hawaii Rotational Incentive program. For specific positions with high demand and difficult to fill skill sets, MITRE is proud to offer selected staff the opportunity to receive a 15% lump sum payment each year, for up to 3 years. The above figures are based on current base salary upon selection to the Hawaii Rotational Program, less tax withholding and other applicable deductions.
The position will be full-time onsite at the USINDOPACOM HQ and JIOC in Hawaii. An active TS/SCI clearance is required.

Roles & Responsibilities:
- Lead technical and functional requirements management, testing, and verification for IDL
- Work with developers to prepare and execute test plans and procedures to validate stakeholder requirements are satisfied
- Integrate with joint test organizations for operational verification and validation
- Ensure capabilities are robust for times of limited communications and verified for sharing across the joint/combined force
- Engage with J2 Leadership, analysts, USINDOPACOM HQ, CIF JPMO and related MITRE efforts to align IDL requirements with mission needs
Basic Qualifications:
- Typically requires a minimum of 10 years of related experience with a Bachelor's degree; or 8 years and a Master's degree; or a PhD with 5 years' experience; or equivalent combination of related education and work experience.
- Active TS/SCI clearance; and willingness and ability to obtain/maintain Polygraph
- Expertise in systems, tools, datasets, architecture, and intelligence production
- Strong understanding of Combatant Command intelligence support and processes
- Independent sponsor support experience with sponsors that include the most senior levels of the Combatant Command J2
- Excellent verbal, written, and presentation skills
- This position has an on-site requirement of 5 days a week on-site.
Preferred Qualifications:
- Expert in intelligence systems acquisition, integration, test/evaluation, and validation/verification
- Deep knowledge of critical intelligence data sources and their analytic roles and workflows
- Comprehensive grasp of USINDOPACOM mission and intelligence activities
