Peraton is seeking a Procurement Manager with deep source selection experience to oversee acquisition planning, supplier evaluation, and contract execution in support of the Federal Aviation Administration (FAA). This role is responsible for managing complex procurement lifecycles under the FAA Acquisition Management System (AMS), ensuring compliance with Federal Acquisition Regulations (FAR) where applicable, and driving cost-effective sourcing strategies that align with FAA program and mission objectives.

In this position, you will:
  • Lead procurement and source selection activities for major FAA contracts, including complex and high-value acquisitions.
  • Develop and execute acquisition strategies consistent with FAA AMS policies, FAR/DFARS, and internal governance procedures.
  • Oversee the full procurement lifecycle, including market research, solicitation, evaluation, negotiation, and award.
  • Serve as the source selection authority (SSA) representative for competitive procurements, ensuring fairness, compliance, and documentation accuracy.
  • Manage evaluation teams, coordinate technical and cost reviews, and ensure timely and compliant source selection decisions.
  • Conduct price and cost analyses, ensuring reasonableness, allowability, and allocability of proposed costs.
  • Lead contract negotiations, final pricing discussions, and terms/conditions development.
  • Provide guidance to procurement staff on contract formation, source evaluation, and supplier management.
  • Develop and maintain procurement performance metrics, including cycle time, cost efficiency, and supplier responsiveness.
  • Partner with Contracts, Legal, Finance, and Program Management to ensure acquisition decisions meet technical and fiscal objectives.
  • Maintain audit-ready documentation and ensure compliance with FAA, DOT, and federal procurement standards.

Qualifications

Basic Qualifications:
  • U.S. Citizenship Required.
  • Must have the ability to obtain / maintain a Public Trust clearance.
  • 10 years of progressive experience in procurement, acquisition management, or contracting, including direct source selection responsibility.
  • Strong working knowledge of FAR, and DFARS regulations and policies.
  • Demonstrated experience leading competitive source selections and evaluation panels for multi-million-dollar programs.
  • Proven ability to negotiate complex contracts and develop acquisition strategies for technical programs.
  • Excellent leadership, communication, and stakeholder management skills.
  • Proficiency with procurement and financial management systems (Deltek Costpoint, SAP, Oracle, or equivalent).
  • Strong understanding of cost analysis, price realism, and best value determinations.
  • Demonstrated experience preparing justifications, selection documentation, and compliance audit materials.
  • Familiarity with contract types including FFP, CPFF, IDIQ, and T&M.
Preferred Qualifications:
  • Exposure to FAA programs or NAS systems.
  • Experience supporting FAA NextGen, aviation modernization, or infrastructure acquisition programs.
  • Degree in Business Administration (MBA), Acquisition Management, or Public Administration.
  • Professional certifications such as CPCM (Certified Professional Contracts Manager), CFCM (Certified Federal Contracts Manager), or DAWIA Level III (Contracting).
  • Expertise in source selection planning, technical evaluation coordination, and proposal scoring methodologies.
  • Familiarity with small business subcontracting goals, socio-economic compliance, and supplier diversity initiatives.
  • Background in procurement policy development, internal controls, and risk mitigation.

Details

Target Salary Range: $104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
