TIAG is seeking a Project Manager to lead the Automated Fuel Handling Equipment (AFHE) modernization project at Pituffik Space Force Base, Greenland. You will be responsible for overall program execution, coordinating SCADA application development, PLC programming, system integration, and testing activities in support of the Defense Logistics Agency (DLA). This role requires strong leadership in managing complex industrial control system projects in challenging environments.

This position is remote with travel required to North Charleston, SC and Pituffik SFB, Greenland and subcontractor facilities. A Secret clearance is required to start work, so US Citizenship is required for consideration.

Duties & Responsibilities
  • Develop and maintain comprehensive Plan of Action and Milestones (POA&M) using Microsoft Project
  • Coordinate all major tasks including SCADA development, PLC programming, documentation, PITCO, onsite integration, and system testing
  • Manage project schedule to meet critical contractual dates and milestone deliverables
  • Identify and track project dependencies, risks, and constraints across multiple work streams
  • Prepare and submit monthly progress and status reports to stakeholders
  • Coordinate with DLA, BAE Systems leadership, and TIAG to ensure alignment on project objectives
  • Manage contract performance against Time & Materials (T&M) requirements and milestone payment schedule
  • Lead cross-functional team including software engineers, control systems engineers, cybersecurity specialists, and technical writers
  • Serve as primary point of contact for technical coordination
  • Review and approve SCADA development deliverables, test plans, and technical documentation
  • Evaluate design conflicts between SOW requirements, AFHE specifications, and site operational needs
  • Coordinate site visits, surveys, and design reviews with facility operations
  • Ensure all deliverables meet quality standards and SOW requirements
  • Oversee submittal requirements, including hard copy and electronic media deliverables
  • Escalate issues requiring evaluation and resolution to appropriate stakeholders
  • Monitor and communicate schedule conflicts, delays, or scope changes


Qualifications

  • 8+ years of overall professional experience in technical program management
  • 5+ years managing complex industrial control system or SCADA implementation projects
  • Proven track record managing projects valued at $1M+ with multiple subcontractors
  • Experience with Time & Materials and Fixed-Price contract types
  • Solid understanding of SCADA systems, PLCs, and industrial automation architectures
  • Familiarity with Aveva System Platform, Wonderware, or similar SCADA platforms
  • Familiarity with industrial networking (Modbus, Ethernet/IP, fiber optics)
  • Knowledge of DoD cybersecurity requirements and STIGs compliance
  • Understanding of Risk Management Framework (RMF) activities
  • Exceptional verbal and written communication skills with ability to brief senior leadership
  • Strong conflict resolution and negotiation skills
  • Ability to manage diverse stakeholder expectations across government, prime contractor, and subcontractor organizations
  • Capable of managing teams during extended onsite deployments (2-4 weeks at a time)
  • Prior military or DoD facility experience
  • BS degree in Engineering, Computer Science, Information Systems, or related technical field
  • Project Management Professional (PMP) certification highly preferred
  • Experience with DLA-Energy or defense fuel infrastructure projects
  • Background in remote or extreme environment project execution
  • Experience managing system cutover and migration activities in operational facilities
  • Knowledge of pre-installation testing and checkout (PITCO) processes
