Description
FULL JOB DESCRIPTION
The project portfolio supports NAVAIR efforts to deliver UAS programs. The project lead for this portfolio oversees the execution of multiple tasks which support multiple government stakeholders. These tasks include but are not limited to:
- Subject Matter Expert support to NAVAIR and its developmental and fielding efforts of UAS programs.
- Consultation, Concepts of Operation (CONOPs), and requirements for document generation in support of the USMC programs.
- Support to Headquarters Marine Corps Aviation UAS programs.
- Coordinate all efforts with the prime contractor.
- Support the design, development, and implementation of UAS training curriculum as required.
KEY RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:
- Analyzes program requirements, status, budget, and schedules for the project portfolio.
- Provide cost estimation methodologies and financial management principles necessary for this role, with the ability to apply this knowledge to inform contract administration, negotiation, and dispute resolution decisions.
- Participates as a member of and/or supports the specified program meetings, planning teams, and specified written reports.
- Collects, completes, organizes, and interprets technical data and financial information relating to acquisition and product programs.
- Tracks and manages all shipping, travel plans, customer specifications, and scheduling for portfolio tasks as required.
- Applies policies and procedures for managing the budget with our approved accounting system.
- Development of organization and project level business processes, standards, and procedures.
- Must demonstrate knowledge of quality assurance, quality control, and independent verification and validation techniques.
- Must have experience working independently and as part of a team in researching data and developing analytical techniques and methodologies.
- Demonstrate proactive problem-solving skills by taking the lead on tasks, requiring only occasional oversight to ensure successful outcomes.
- Other duties as required.
REQUIREMENTS
- Must have 10+ years of experience.
- Must be able to communicate effectively, write clearly, be detail oriented, and enjoy working in a fast-paced environment.
- Must be knowledgeable about government contracting basics and have experience with contract types.
- Must have an active SECRET clearance.
- Must be proficient with Microsoft Office (Word, Power Point, Project, Excel, Outlook), common desktop applications, internal systems, classified networks, SharePoint, Adobe Acrobat reader, and comfortable using general office technology
- Knowledge of Artificial Intelligence and associated emerging technologies is preferred.
- Experience in managing government contracts, specifically in areas such as contract administration, negotiation, and dispute resolution.
- Familiarity with federal procurement regulations, such as the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
- Background in US Military Aviation/Flight Operations/C5ISR is preferred.
EDUCATION
- Bachelor's degree or equivalent in military/civilian experience
- Preferred degrees include: data science, operations research, computer science, cybersecurity, computer engineering, mathematics, or related discipline.
WORK HOURS
- Work hours are M-F 0800-1630. The customer may approve or request different work hours, depending on mission requirements.
