The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of Defense (DoD). These clients include the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), DARPA, the Joint Staff, and USINDOPACOM. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.

We have an immediate need for an Integrated Air and Missile Defense (IAMD) Subject Matter Expert (SME) to support the Cyber Warfare Directorate within the Office of the Deputy Assistant Secretary of Defense for Platform and Weapon Portfolio Management (DASD PWPM). This role is located onsite at the Mark Center in Alexandria, VA.

Responsibilities

The Integrated Air and Missile Defense (IAMD) Subject Matter Expert (SME) will support the Cyber Warfare Directorate by providing strategic recommendations and technical analysis on emerging IAMD systems and capabilities that will allow CWD cybersecurity experts to identify and address cybersecurity gaps and shortfalls. This role involves coordinating, researching, analyzing, and developing 4-star level presentations called Integrated Acquisition Portfolio Reviews (IAPRs). Each IAPR focuses on addressing enterprise-level interdependencies, capability shortfalls, operational gaps, and opportunities to mitigate cyber risks to mission through acquisition programs or adjustments to cyberspace policy and authorities. Success in this role requires a deep technical understanding of Integrated Air and Missile Defense, as well as the ability to integrate mission-level considerations into policy and strategy recommendations. The SME will play a key role in shaping strategic decision-making while ensuring cybersecurity is effectively embedded into critical IAMD systems. Analytical expertise, strong communication skills, and the ability to address complex challenges in a fast-paced environment will be critical for this position.

Qualifications

Required:
  • Active TS/SCI clearance.
  • Master's degree and 10+ years of experience in IAMD strategy, policy, doctrine, technologies, and operational challenges at the National, DoD, Joint, and Service level.
  • Experience with HQ Staff at OSD, a Service, or other Agency-level organization.
  • Demonstrated experience using, analyzing, and interpreting IAMD exercises, studies, and models and simulations for operational impacts.
  • Understanding of DoDI 5000.02 and the DoD acquisition process, to include MDA-specific acquisitions.
  • Ability to synthesize information into papers, briefings, and presentations for senior leadership.
  • Able to work fully onsite based on client needs.

Desired:
  • Experience with qualitative and quantitative assessment methods to support war-fighting readiness, capabilities, and capacity evaluations.
  • DAWIA Program Management (PM) or Project Management Professional (PMP) certification.
