Job Title: Solution Architect (Data Integration & Modernization)

Overview:
A local government client is advancing the next phase of its Housing Portal initiative, a multi-program effort to enhance data integration, streamline business processes, and improve transparency across housing and community services.
The Solution Architect (Data Integration & Modernization) will serve as a key technical strategist and architect, responsible for designing and implementing the integration of multiple housing-related systems into a unified digital platform. This role will establish the foundation for the client’s long-term data modernization strategy, enabling unified reporting, cross-program insights, and future automation and analytics initiatives.
This is a hands-on architecture role suited for an experienced technologist with deep roots in database development, system integration, and enterprise solution design.
Key Responsibilities:
Lead the design and implementation of data integration across multiple housing and community development databases (e.g., Licensing, Code Enforcement, Multifamily, Landlord & Tenant, Rent Stabilization, and Common Ownership Communities).
Architect and document data flows, APIs, and ETL processes to support unified reporting and program interoperability.
Partner with business and technical stakeholders to analyze requirements, model business processes, and define data governance standards.
Develop and maintain technical design documents, including integration blueprints, ER diagrams, data mappings, and traceability matrices.
Guide system modernization efforts by aligning architecture decisions with the client’s long-term goals for automation, predictive analytics, and data quality.
Collaborate with internal teams and external vendors to manage system interfaces, testing, and deployment within Agile / DevOps environments.
Provide technical leadership and mentorship, ensuring adherence to best practices in system design, performance, and maintainability.
Qualifications & Experience:
Proven experience as a Solution Architect, Data Integration Architect, or Senior Systems Architect, ideally in government, housing, or public-sector modernization projects.
Strong understanding of data integration and interoperability, including ETL design, API-based data exchange, and data modeling.
Proficiency in SQL Server (queries, stored procedures, schema design).
Hands-on experience with C# / .NET Framework or .NET Core for backend integration development.
Familiarity with RESTful APIs, JSON/XML, and web services.
Knowledge of Azure, Azure DevOps, and modern DevOps practices.
Experience developing within structured SDLC and Agile frameworks.
Excellent analytical, problem-solving, and documentation skills.
Strong communication and stakeholder engagement skills — able to translate business needs into technical designs.
Preferred:
Background in data architecture, database development, or software engineering.
Exposure to Python, JavaScript, or PowerShell for scripting or automation.
Experience in housing, community development, or other local government information systems.
Familiarity with data governance, metadata management, or predictive analytics platforms.
