Details
Target Salary Range: $112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.

About The Role
We have a compelling requirement for a senior planner to support our government customer in Maryland. This position requires an active TS/SCI security clearance.
Core Responsibilities:
1. Strategic Planning and Analysis:
- Conducting strategic analyses of the operating environment, national and Department priorities, and other strategies to identify emerging threats and opportunities.
- Develop, refine, and execute strategic plans that support the full range of the program's functions and responsibilities, translating organizational goals and objectives into actionable plans that meet the Director's intent and vision forward.
- This includes setting key performance indicators (KPIs) and targets, and implementing tracking mechanisms and report performance measures that evaluate program effectiveness in achieving strategic goals
- Leading or participating in strategic planning exercises that incorporate roles, responsibilities, and functions.
- Includes scenario planning and forecasting: Developing and maintaining operational models to forecast future performance under various scenarios and identify potential risks and opportunities.
- Identifying areas for improvement and recommending corrective actions.
- Competitive Analysis: Researching and analyzing competitors' strategies, market share, and product offerings to identify potential threats and opportunities for the organization.
2. Exercise Planning and Participation:
- Conduct research on exercises relative to roles, responsibilities, and functions, identify participation opportunities, and facilitate engagement with exercise representatives. Support the customer in cyber exercise planning, execution, participation, evaluation, and reporting.
- Develops and drafts exercise goals, objectives, scenarios, and injects in coordination with participating directorates that align to exercise participation.
- Represent the customer in exercise planning meetings with external partners.
- Conducts training for our exercise participants to ensure planners, players, controllers, and evaluators are familiar with exercise objectives, play, and reporting.
3. Continuity of Operations and Disaster Recovery Planning:
- Primary contact across the program's functions to develop, plan, and execute disaster recovery (DR) and continuity of operations (COOP) as a key differentiator that allows the customer to maintain operations.
- Apply comprehensive knowledge of site, system and application of DR and system high availability planning to identify, manage, and update as needed the mission essential functions and tasks.
- Working across all aspects of the program, IT, and support areas to define criticality of business functions and processes and identify alignment to technologies.
- Identify written policies and procedures, leveraging the latest trends in technology including cloud to help develop creative solutions that meet the needs of COOP/DR.
- Conduct threat, risk, and vulnerability assessments through Table Top Exercises (TTX) to evaluate current DR/COOP, and recommend strategies for both the IT and critical infrastructures supporting processes.
- Provide recommendations to close gaps and/or improve the DR capabilities.
- Working with Information Security specialists to conduct threat, risk, vulnerability assessments, and recommend DR strategies for both the IT and critical infrastructures supporting the customer.
- Serves as the primary DR and COOP contact and working with Government leadership to document, plan, and execute DR/COOP.
- Implementing strategies and processes to ensure that DR and COOP plan documentation and the risk register are kept up to date with changes to production systems.
4. Communication and Reporting:
- Prepares written reports, briefing notes, presentations, and other communication materials to communicate planning status clearly and concisely to a variety of audiences.
- Presents planning recommendations to senior management and other decision-makers.
- Responds to inquiries from stakeholders across the Department, Federal Government, academia, and industry related to planning efforts.
- Conducts research, development, and presentation of planning after-action reports specific to exercise participation.
Qualifications
Qualifications:
- Minimum of 10 years with AS/AA; Minimum of 8 years with BS/BA; Minimum of 6 years with MS/MA; Minimum of 3 years with PhD. Additional 4 years of relevant experience may be accepted in lieu of a BA/BS degree.
- Active TS/SCI Security Clearance.
- Demonstrated experience and knowledge of Military organizational planning and strategy incorporating policies, procedures and processes.
- Strong attention to detail and ability to prepare documents for executive review with limited direction.
- Demonstrated experience working across organizational Lines of Business to ensure mission success.
- Ability to work directly with senior leadership on identifying, collecting, and documenting organizational priorities to develop and augment the customer's strategic plan.
- Experience managing the development of objectives, tasks, and action plans based on strategic plan goals.
- Demonstrated ability to assess organizational capabilities for advancing established goals and objectives, identifying shortfalls, and recommending corrective actions.
- Experience with the development and reporting of performance measures that evaluate program effectiveness.
- Knowledge of Air Force, DoW, and National strategies, policies, programs, organizations, functions, resources, and legislation and ability to incorporate into our customer's mission and strategic priorities
- Ability to conducting outreach and coordination among associated organizations.
- Capability to plan and coordinate activities involving national cyber security initiatives.
- Demonstrated experience, proficiency, and knowledge of MS Office productivity suites and collaboration tools.
