Northrop Grumman Defense Systems seeks a Program Manager to join our GC2S Business Unit for the WISŁA Offset Program. The location for this position is Huntsville, AL. The qualified candidate will be responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).

The candidate selected for this position would be involved in program execution, cost, schedule, risk, customer satisfaction, compliance with organizational processes and procedures, maintaining relationship with and keeping program leadership appraised of program status.

Primary responsibilities for this specific program manager role are the management of cost and schedule performance (not technical performance) of subsystems of a major program and include, but are not limited to:
  • Plan and execute programs with the responsibility of successfully managing financial, contractual and schedule aspects of multiple projects. Has Profit and Loss (P&L) performance responsibility for assigned projects.
  • Interface directly with other Division program managers, Business Management, Contracts, Engineering, and other functional/support teams in support of program objectives, technical integrity, customer expectations, and schedule.
  • Develop and adhere to budget baselines using Earned Value Management (EVM)
  • Develop and adhere to Integrated Master Schedules (IMS)
  • Measure and report program performance
  • Demonstrate understanding of program risk, opportunity, and issue management processes for risk mitigation and opportunity realization.
  • Participate in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
  • Ensure that the project effectively addresses customer requirements and incorporates the necessary internal and external stakeholders
  • Develop new business opportunit ies through long term strategic planning, capture planning, and development of proposals and business plans
  • Adherence to all internal processes, policies, and applicable industry standards


Basic Qualifications:

To be considered for this position, you must meet the knowledge, skills, and abilities listed below:
  • Bachelor's degree and 8 years, master's degree and 6 years, or doctoral degree and 3 years, of experience supporting U.S. government contracts, and customers, International Direct Commercial Sales contracts and/or project management in other industries
  • A minimum of 7 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager
  • Experience managing cost and schedule of scope on either intercompany work orders (IWO) and /or subcontracts
  • Demonstrated financial management skills including development and control of program budgets, schedules, Estimate at Complete (EAC), and the ability to recognize and capture program changes
  • Earned Value Management experience
  • Possess strong leadership and organizational skills with the ability to work effectively in an environment with multiple, often competing priorities
  • Possess excellent verbal and written communication skills.
  • Experience assigning and monitoring team and individual tasking to meet contractual requirements on schedule and within budget
  • Demonstrated ability to effectively plan, define, establish, communicate, monitor, and control scope to ensure that all the work required and only the work required is performed
  • Demonstrated experience identifying, managing, mitigating risks
  • Experience establishing and managing customer/stakeholder relationships and expectations
  • Demonstrated experience managing remote team members
  • Proven leadership and interpersonal communications skills with the ability to interface with all levels of employees, including engineering and management
  • Demonstrate a commitment to ethics and integrity, and the capability to innovate while challenging traditional ways of doing business.
  • Must have the ability to obtain and maintain a DoD Secret Clearance
  • Ability to travel domestically about 10% of the time
  • Ability to work early hours (between 5-8am CT) at least once a week to meet with the program leadership and Polish stakeholders


Preferred Qualifications:
  • International program experience, specifically in Poland
  • Experience with Offsets, Foreign Military Sales (FMS) or Direct Commercial Sales (DCS) programs
  • Experience with Ammunition co-production
  • Experience with Integrated Battle Command System (IBCS) domestic, international or related program
  • Track record as an effective collaborator, communicator and problem solver who is able to develop and maintain good working relationships with internal and external stakeholders.
  • Experience with contract startup
  • Experience with Fixed Price contracts where contract baseline control and change management is required
  • Experience developing and managing the following: Basis of Estimate (BOE), Statement of Work (SOW), Contract Data Requirements List (CDRL), Rough Order of Magnitude (ROM) and Firm Proposals
  • Experience in contract negotiations
  • Broad skill set that is balanced between interpersonal, business, and technical capabilities.
  • PMP certification


Primary Level Salary Range: $149,400.00 - $224,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
